Who are we looking for?
We are currently recruiting for a Designated Person for Regulatory Compliance (PCF 39-F) to join our growing Compliance team in our Dublin office. The ideal candidate is an ambitious, driven compliance professional who is looking to grow a compliance team in a fast‑growing financial services firm. You will work closely with other members of the Senior Management team in Ireland and with compliance teams across Carne's global locations.
Minimum requirements
University degree (or equivalent qualification) and ideally a relevant Compliance or legal qualification.
Sound grasp of local legal and regulatory funds framework.
Experience of AIF and UCITS products.
Minimum of 8‑10 years’ funds industry experience.
Ideally experience as a UCITS Management Company/AIFM and/or MiFID experience but not essential.
Excellent written and oral communication skills.
Ability to analyse complex issues.
Strong ability to evaluate regulations and translate the operational impact.
Experience in carrying out a Compliance Monitoring Programme.
Team player with a proactive attitude towards anticipating emerging risks.
Role and responsibilities
Analyse and consider regulatory matters impacting Carne Irish Management Company activities as a UCITS Management Company and AIFM.
Liaise with CBI, other local and European authorities and regulators.
Analyse regulatory rules affecting the Management Company/AIFM business and any changes thereto.
Prepare relevant management information for presentation to stakeholders and, upon request, to clients.
Consistently review the compliance policies and procedures to ensure compliance with relevant regulations.
Collaborate with the Onboarding, Legal and Oversight teams to provide oversight of third parties.
Support the development of a robust compliance culture.
Support the further development and oversight of the Compliance Monitoring Programme.
Represent the Compliance function in local or group‑wide projects and governance committees.
Actively participate in the execution of Carne’s compliance monitoring programme.
Support actions relating to training, policies and procedures and due diligence visits.
Ensure that Carne’s regulatory reporting requirements to the Central Bank of Ireland are met.
Maintain UCITS existing rule mapping in accordance with S.I. 352 of 2011 UCITS Regulations 2011 and related guidance for DP Regulatory Compliance and all other DPs.
Quarterly report to the board of the Management Company.
Review valuation errors and investment breaches to the board (errors, breaches, complaints).
Ongoing monitoring of conditions for authorisation including annual update of the Business Plan.
Oversee maintenance of the Designated email address.
Review record‑keeping for Management Company records.
Monitor compliance policies, ensuring they are up to date and report to the board on same.
Monitor effectiveness of controls by the Company with applicable anti‑money laundering legislation in conjunction with the MLRO.
Review any proposed related‑party transactions.
