Overview

Role Title: Junior Data Analyst
Business Unit: Data Services Unit, State Claims Agency
Reports to: Senior Data Analyst
Contract: Permanent

Summary of the Business

The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. The NTMA’s businesses include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (NewERA), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

The NTMA is designated as the State Claims Agency (SCA) when performing the claims management and risk management functions delegated to it under the National Treasury Management Agency (Amendment) Act 2000. The SCA’s principal objectives are:

* To manage delegated claims and counterclaims to contain the liabilities of State authorities at the lowest achievable level, acting fairly and ethically with claimants.
* To implement risk work programmes to mitigate litigation risk in State authorities and healthcare enterprises, reducing future litigation costs.
* To manage claims for legal costs and recovery of legal costs where incurred.

The SCA’s remit covers personal injury and third-party property damage risks and claims relating to certain State authorities. It also manages third-party costs arising from certain Tribunals of Inquiry.


Role Summary

As part of the Data Services Unit of the SCA, the junior data analyst will be assigned to a small team within the DSU, responsible for developing descriptive analytics or maintaining the existing suite of reporting and handling recurring and ad-hoc data requests. The successful applicant will have an initial assignment to the predictive analytics team. All members of the Data Services Unit are required to remain flexible and respond to the nature of the SCA business and mandates.


Principal Accountabilities

* Deal with ad-hoc information requests from internal and external parties from receipt of query to final response ensuring the timely delivery of high-quality information.
* Provide advanced reporting and analytics capabilities to the SCA and State authorities in the format of dashboards, business intelligence reports, statistical analysis, and models.
* Deep-dive statistical analysis of large and complex qualitative and quantitative data sets to support risk and claims management initiatives.
* Participate in design, testing and implementation activities in relation to data management systems to meet the needs of the organisation and State authorities.
* Interact, communicate, and gather requirements from a wide variety of stakeholders.
* Communicate and present analytical findings to all levels in the organisation.
* Assist in other activities when required and support the Senior Analyst.


Skills

* Strong communication skills, verbal and written.
* Proven ability to deliver in a demanding environment with conflicting priorities and deadlines and comfortable with changing priorities.
* A positive approach to problem solving and track record of exploring possible solutions.
* A self-motivated, diligent, and flexible individual. Ability to work collaboratively internally and externally.


Knowledge

* A qualification in analytics, statistics, mathematics, engineering, IT or relevant business area to at least degree or master’s level.
* Knowledge of statistics, predictive modelling and related programming tools, R and Python.
* Knowledge & experience of Tableau or Microsoft Power BI is an advantage.
* Experience working with business teams in the extraction and agreement of business requirements.
* 1-2 years’ experience in relevant area including analysis and delivery of data solutions in the format of BI reports, dashboards, statistical models etc.
* Experience in change management and the relevant impacts on data management activities.


Pension Abatement

If an appointee has previously been employed in the Civil or Public Service and is entitled to or in receipt of a pension from the Civil or Public Service, or where a Civil/Public Service pension comes into payment during re-employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012. Applicants acknowledge that abatement provisions will apply where relevant. It is not envisaged that an abatement waiver will be supported for appointments to this position. Applicants will be required to complete a pre-employment declaration to confirm whether they have previously availed of a Public sector pension scheme.
