Single Point of Operational Control 3 WTE Roles Full time Hours, Fixed Term 1 year contracts, Purpose of the Post HSE South West is currently transforming the Operations function to ensure ambitious goals can be met.
The Single Point of Operational Control will be responsible for driving key aspects of this change within Mercy University Hospital (MUH).
The post holder will lead on day-to-day site management, balancing demand and capacity requirements and ensuring optimal patient flow throughout the site.
The Single Point of Operational Control has a day-to-day operational management role, providing hospital-wide leadership and is responsible for the safe management of patient flow pathways across the hospital.
The post will work as part of the operations team to ensure a seamless patient journey, to enable the hospital to meet the key strategic and operational objectives.
They will have day-to-day operational responsibility for ensuring the smooth running of all aspects of capacity management and site management ensuring local and national standards are achieved.
They will be required to balance demand management and capacity planning, whilst managing competing and conflicting priorities in terms of resources and timescales for delivery.
Principal Duties and Responsibilities: Operational Leadership Provide visible on the ground leadership across the MUH campus, building relationships with clinical disciplines and support services.
Lead daily operational meetings and ensure comprehensive communication of the organisation's capacity, current status and patient flow potential and the actions required to achieve and maintain optimal operational performance.
Ensure issues and actions raised at the daily operational meetings are completed / resolved and the outcomes fed back or appropriately escalated.
Ensure patients have the right care at the right time in the right place.
Support the Management Teams in the delivery of key standards and national targets.
Ensure satisfactory performance levels with regards to the clinical quality indicators and achievement of the local and national KPIs for Acute Care Performance.
Within the scope of the role Capacity Management Ensure the safe placement of patients through collaboration with the Bed Management Team, maximising utilisation of the Hospital's bed capacity.
Work with the Director of Nursing/Clinical Directors/Bed Management/ADON for Patient Flow to ensure optimum bed utilisation across all specialties, thus delivering efficient, safe care through unscheduled care pathways whilst ensuring maximum elective activity is maintained.
Plan in advance at all times, ensuring beds are made available in the required areas ahead of the time they may be required.
Monitor the progress of patients through the Emergency Department through regular visits throughout the day to the department.
Constantly monitor the capacity within the hospital, obtaining a bed state from inpatient areas throughout the day.
This will enable the team to pro-actively manage available capacity and ensure that the correct configuration of beds is available at the earliest opportunity for patients requiring admission.
Constantly monitor the use of single rooms, areas of IPC outbreak, collaborating closely with Bed Management, Patient Flow and Infection and Prevention Control team to ensure patients are managed appropriately, maintaining patient safety whilst maximising the use of available capacity.
Assist in removing any constraints to individual patient's pathways and ensuring escalation of blockages to avoid breaches of the Patient Experience Time (PET) KPIs.
Ensure access for elective patients working proactively with Clinical Director, surgical and anaesthetic colleagues.
Inform the CEO or designate, Clinical Director, Operations Director, Site Director on call and out-of-hours site management of any increase in pressures to bed availability prior to changeover post shift.
Assist in the early identification of patients for discharge, and facilitate decisions and activities that will enable early discharge, e.g. diagnostics People and Leadership Management Provide senior leadership ensuring an effective learning environment in the delivery of operational management site wide.
Point of advice for new staff on orientation and induction programmes to enable them to have a clear understanding of duties, responsibilities, and standards of performance in relation to patient flow and management.
Comply with all HR system and policy requirements.
Learning and Education Take personal responsibility for own professional development and keep up to date with evidence-based practice and research.
Attend and participate in relevant staff development programmes on an ongoing basis and sharing knowledge with other staff members.
Assist in the training of colleagues where required.
Attend all mandatory training days and ensure that all mandatary training is in date.
Quality Improvement and Risk Management Ensure compliance with all relevant guidelines, policies, procedures and relevant legislation and regulatory requirements.
Promote an environment that is conducive to the development of best practice, enhances staff retention and promotes good industrial relations.
Assist in promoting a culture of continuous quality improvement across the organisation.
Be aware of the core objectives, standards and key performance indicators for the service and contribute to the monitoring of performance against these standards.
Participate in the requirements of the organisation's risk management programme.
Assist in ensuring a culture of safety, promoting positive reporting of incidents and near misses; investigate and take remedial action on incidents or near misses involving service users and staff according to organisation's policies, protocols and guidelines.
Eligibility Criteria - Candidates must have at the latest date of application: A relevant Professional Qualification in a Health Social Care, Nursing or Medical Profession and where appropriate, have statutory registration or professional registration/accreditation.
Significant senior operational management experience of planned and unplanned patient flow in an acute setting.
Significant clinical service improvement and change management experience.
Have operational experience in managing and delivering services including people management and leadership.
Significant experience monitoring risk compliance and performance reporting.
Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.
(including a high standard of suitability and management ability).
Other requirements specific to the post: Access to appropriate transport to fulfil the requirements of the role as post may involve travel.
These posts will cover a 12-hour service seven days per week, rostered over 3 day week.
