For the avoidance of doubt we do not deal with retail clients. We neither offer any securities (bonds, shares, notes etc.) nor do we act on behalf of any other financial institution to offer such securities to any clients.
Job Title: Senior Vice President – Head of Client Asset Oversight – PCF53
Legal Entity: European Depositary Bank, Dublin Branch (An Apex Group Company)

We are seeking an experienced manager to be the Head of Client Asset Oversight (HCAO) of European Depositary Bank, Dublin Branch. The candidate will be responsible for the protection of client assets under the Central Bank of Ireland’s (CBI) Client Asset Regulations, reporting to the Branch Manager. This is a Pre-Approval Controlled Function role under the Central Bank of Ireland’s Fitness and Probity Regime and is subject to enhanced pre-employment screening and pre-approval from the Central Bank of Ireland.
Overview:
As the Head of Client Asset Oversight, you will be accountable for maintaining a strong risk and compliance culture, and in particular ensuring that all client asset related risks are identified, assessed, managed and monitored in a timely and effective manner.
In this role, you will be charged with both building out and thereafter providing internal examination and monitoring of the processes, systems and controls to be put in place with senior management in order to comply with the CAR and be accountable for the overall success of the Client Asset Oversight function, and for delivering consistently high levels of performance against all objectives and targets.
What will you bring to the role?
As this position is fully responsible for the Client Asset Oversight function, you will need to have strong leadership skills with a strong background in the financial services industry in similar roles.
Stakeholder management will be a huge part of this role so you will require excellent communication skills to be able to provide clear verbal and/or written communications to the Branch management team, board members, regulators, staff, clients, and other senior stakeholders.
As this position is new and will evolve into a full-time role, there may also be scope and/or opportunities to support and ensure adherence to key operational Branch deliverables while also ensuring ongoing adherence to local regulations, policies and processes.
Key Responsibilities:
* Design, monitor, control and report the safeguarding of client assets in accordance with the Client Asset Regulations and CBI requirements.
* Develop, coordinate and maintain the client asset management plan (CAMP).
* Responsible to be the subject matter expert on client asset regulations to advise management on new business or products.
* Review and approval of the daily client asset calculation and reconciliations as/where required.
* Maintain a strong understanding of existing regulations, of upcoming developments and best practice covering client asset regulation and disseminate to Branch staff and wider Apex partners as appropriate.
* Prepare all required CBI client asset related returns as required.
* Researching the client asset impact of new products, services and markets and ensuring senior management awareness.
* Creating functional business requirements for enhancements to existing financial, regulatory and operational systems.
* Planning, coordinating and managing audits and the annual client asset examination and leading any related regulatory engagements.
* Working closely with front and second line partners (Compliance, Risk) to ensure holistic group approach to regulatory adherence and operations solutioning.
* Collaborates with senior leaders across the department and division to determine growth objectives and opportunities.
* Spearhead monthly internal and external meetings to review KPI’s, key issues, and forthcoming new products/asset classes
* Engage with the client on needs and capabilities specific to new regulation, product development, and other solutions establishing an early adopter advantage for EDB.
Job Requirements and Qualifications:
* Proven track record working in similar roles within the financial services industry. This role will have strong exposure to clients with large alternative / private / client assets portfolios, experience servicing this asset class would be preferred.
* NFQ Level 8 Degree or equivalent qualification in a relevant discipline (e.g. business, accounting, finance, economics, law etc.)
* Senior Management experience working with similar teams (Client Asset Oversight).
* Excellent Regulatory experience.
* An accounting qualification would be advantageous (e.g. ACA, ACCA etc).
* Minimum 10 years related work experience, with at least 7 years of financial services or Investment operations experience.
* Fluent English essential
* Good interpersonal skills in order to develop strong working relationships with colleagues
