JOB SYNOPSIS
The Project Manager will plan, organise and manage construction related projects within the Buildings and Estates Projects Team.
This role requires highly developed professional, strategic, cost control, contract and project management skills to assist in the delivery of the University's ongoing small capital development programme.

KEY ACCOUNTABILITIES
Planning, coordinating and managing all phases of construction projects, including project initiation, planning, execution, monitoring and closeout.
Liaising with architects, engineers, contractors and subcontractors to monitor construction progress.
Manage designated project activities (e.g. costs, schedules, budgets, change orders, etc.) for the purpose of ensuring objectives are achieved within budget and timeframes and in compliance with established requirements.
Conducting regular site inspections to assess project progress, identify risks, and assess compliance with safety protocols and regulatory requirements.
Assist in the development of project & design briefs for projects for the purpose of providing them to design teams, contractors, specialists, construction management firms etc. for selection and awarding contracts.
To collect and collate project proposals and appraisals in line with the Capital Works Management Framework to facilitate internal and external approvals.
Assist in preparing business cases to include early accurate budgeting for capital and life cycle costs, appraisals, multi-criteria analyses, cost benefit analyses and the like.
Development and implementation of Project Execution Plans & procurement Plans for Capital & Small Projects.
Assist in managing the procurement of project implementation teams (project management, cost, design, review, construction) as appropriate to ensure effective project implementation.
Assist in managing projects to successful completion in line with KPIs of cost, quality, time, safety, sustainability and O&M documentation.
Assist in developing a prioritised capital investment strategy for regeneration of existing buildings and infrastructure.
Develop campus sustainability objectives for capital and small capital construction projects and regeneration projects arranged by Projects Team.
Support procurement compliance requirements are met.
Ensure orderly transition of projects from construction to operation phase.
Carry out post projects reviews, revising procedures in response to lessons learned.
Provide input to ensure adherence with the project audit process.
Ensure the efficient capture and storage (primarily electronic) of all essential project data.
Provide reports for the Projects Officer and relevant committees on project status and progress as required.
Ensure the implementation of Higher Education Authority, Department of Finance procedures, or those of other approval/funding authorities including interim reports to funding agencies.
To implement the relevant sections of the Health and Safety at Work Act (and associated regulations and other advice notes etc.) as it applies to the post.
To liaise with the Projects Officer and his/her staff, through planning and design, and supervision of major construction work.
To present detailed monthly reports including work programmes, statistical data, achievements versus key performance indicators, financial analysis, etc.
Liaise with Buildings and Estates Safety Officer on contractor and consultant compliance with B&E Contractor Management System as required.
Support the Projects Officer with the development of the Projects Office administrative processes and procedures to meet the commitments of the Quality Management System.
Deputise for colleagues as required.
KNOWLEDGE, FUNCTIONAL SKILLS, EXPERIENCE & QUALIFICATIONS
Experience in delivery of capital works and services programme, ensuring that all projects are completed successfully on time and within budget in accordance with the Projects procedures, frameworks and protocols.
Detailed knowledge of the SHaWAW Act **** and its associated regulations, in particular the **** Construction Regulations and their application to this position.
Deep knowledge of the Irish construction regulatory environment.
Strong understanding of construction processes, methods and standards.
Proficiency in project management software and tools.
Ability to work under pressure and manage multiple projects simultaneously.
Excellent verbal and written communication skills, with the ability to communicate confidently and professionally with all levels of staff and clients and capable of writing clear and concise reports.
Fluent in written and oral English.
Excellent organisational and coordination skills.
Leaving Certificate or equivalent.
Hold a Level 8 qualification or equivalent in a relevant construction related discipline e.g. Project Management, Construction Management, Engineering, Quantity Surveying, Architecture or other related field.
Demonstrable experience in successfully delivering small to large construction projects.
Previous demonstrable experience of dealing with design, budget and scheduling issues and managing to a successful outcome.
Experience of working in a fast paced and busy environment.
Experience liaising with a wide range of customers/suppliers both internal and external.
Recognised Project Management Qualification.
A detailed knowledge and experience of relevant National and EU procurement requirements, public works contracts, Capital Works Management Framework and construction contract law, guidelines and best practices.
Use of CAD software.
Experience of large scale multi-disciplined complex public sector buildings (highly serviced and diverse building types).
Experience of working in the Higher Education sector.
Experience of Cost Management on Public Works Construction Projects.
