Overview
The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities, including four bridges, two tunnels, and two turnpikes. MDTA has been providing safe and efficient transportation for over 50 years. This opening is for a Project Engineer / Lead Inspector role in Maryland.
Nature of Work
This position serves a dual role as a Project Engineer on small to medium MDTA construction contracts or as a Lead Inspector on major bridge and highway construction projects. The employee ensures compliance with contract specifications, provides guidance to less experienced staff, and performs duties under the direction of a Construction Manager.
Responsibilities
Supervise and direct inspection staff by assigning duties, providing guidance, and ensuring all work is completed accurately and in accordance with contract requirements.
Monitor contractor compliance through daily coordination, field inspections, and communication with contractors and their representatives.
Coordinate construction activities among contractors, the MDTA, and other stakeholders to minimize disruptions.
Review and enforce Maintenance of Traffic (MOT) plans to ensure safe operations, including coordination with MDTA Operations Center and project personnel.
Evaluate project documentation with project leadership to address revisions, delays, and changes.
Communicate potential risks such as traffic, weather, and constructability issues to supervisors.
Review work plans and provide recommendations during project meetings.
Prepare punch lists and Non‑Conformance Reports to address deficiencies.
Maintain accurate project records, including as‑built drawings and progress updates to support scheduling and project tracking.
Qualifications
Minimum Qualifications:
Education: Graduation from a standard high school or possession of a high school equivalency certificate.
Experience: Five years of technical engineering related work in design, traffic, construction, materials testing, engineering surveys, maintenance, or planning. Six months of this experience must include managing highway, bridge, tunnel, or facility construction projects.

Licenses & Certifications
Valid Driver’s License in the State of Maryland.
NICET certification or equivalent in‑house certifications may be required for some positions.
FHWA certification for inspection of in‑service bridges, or ability to acquire within a given time period may be required.
American Society for Non‑Destructive Testing Level II certification may be required.
Certification in field testing procedures in concrete, soil aggregate, and Hot Mix Asphalt may be required within a given time period.
Special Requirements
