Job Description: Manager of Design and Construction Contracts, Ulster
This position supports senior management in executing core procurement activities related to construction and design contracts within NYSBA’s capital program. Responsibilities include supporting the award of approximately $50 million in new construction contracts annually, managing claims and change orders, and overseeing design contracts that support the development of the capital program. This is a confidential, management-level position falling under the M/C Compensation Plan, reporting to the Chief Engineer. It is a full-time, exempt role.
Responsibilities:
1. Assist in the award and documentation of construction-related contracts, including various bidding and partnership models.
2. Support procurement processes, including RFPs for design, construction, inspection, and project management contracts.
3. Maintain comprehensive contract files documenting procurement and decision-making processes.
4. Research and implement digital procurement solutions across NYSBA.
5. Log awards and contract changes for tracking and reporting.
6. Manage capital projects from proposal through design and construction phases.
7. Generate reports for NYSBA executives regarding the capital program.
8. Provide updates on project status, contractor schedules, billings, design progress, and compliance reports.
9. Manage project changes, including evaluation, negotiations, and documentation.
Minimum Qualifications:
* Bachelor’s degree in Engineering, Construction Management, Business Administration, Finance, Government Contracting, or related field.
* At least five (5) years of experience in contracts and procurement.
Preferred Qualifications:
* New York Professional Engineer’s License (PE).
* Master’s Degree in related fields.
Competencies:
* Experience with public sector procurement, project administration, and bid processes.
* Knowledge of public works, construction projects, and real estate matters.
* Understanding of project controls, scheduling, and cost estimating.
* Familiarity with contract terms, procurement, and construction management.
* Knowledge of applicable laws and regulations at various government levels.
* Strong interpersonal, analytical, negotiation, and communication skills.
* Proficient in Microsoft Office and document management software.
