The Role:
The Facilities & Fleet Functional area is responsible for obtaining and maintaining Uisce Éireann's headquarters and regional offices, including activities such as: security, reception services, spatial planning, fleet and transport management and cleaning and building maintenance.
The function has the responsibility of delivering a highly effective Facilities Management Service for Uisce Éireann, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all Uisce Éireann's facilities and locations and the management of the company's fleet.
The Facilities Investment team are responsible for developing and overseeing both major and minor building capital projects within budget and on time.
The team delivers the current and future Facilities Investment portfolio and is accountable and responsible for the delivery of the investment portfolio in strict compliance with Uisce Éireann polices and governance requirements.
The team also provides a source of industry-recognised documentation, guidance and metrics for the delivery of the investment portfolio to a highly efficient standard.
Reporting to the Capital Projects Manager, the Assistant Capital Projects Manager will oversee the delivery of Capital Projects across Uisce Éireann.
The purpose of this role is to deliver a highly effective Capital Projects Management Service to Uisce Éireann from conception through to completion.
This will mean providing an efficient service and that key relationships both internally and externally are maximised, while working to achieve Uisce Éireann's drivers and objectives.
The role holder will also be responsible for the provision of support and advice on the procurement of Services, ensuring the department adheres to Uisce Éireann policies and procedures and purchasing processes.
Main Duties and Responsibilities:
Delivering multi-disciplinary projects from conception through to completion in commercial offices and asset operation sites, including but not limited to the following project types:
Roof and façade repairs and replacements
Interior fitouts and refurbishments
Building services upgrades and replacements
Sustainability upgrades including emerging technologies, energy performance improvements, metering and monitoring
Control room, comms room and hub room fitouts
Welfare facilities upgrades
Fire remedial works
Accessibility improvement works Survey and evaluate potential sites and condition of existing buildings/sites for the purpose of determining construction and renovation requirements and ensuring all business needs, statutory requirements have been considered
Project manage design, planning/statutory processes, procurement, construction and commissioning activities to ensure that multi-disciplinary projects (i.e. civil/structural, mechanical, electrical etc.) meet their delivery dates
Preparation of asset investment papers and presentation at various investment and contract approval committees as required for approval of capital spend and contract authorisation
Carry out regular reviews of project progress, budgets, changes, risks and issues, and ensure that reports are produced and circulated on an agreed timeline
Manage and direct third-party resources to deliver the capital projects portfolio including Engineering Consultant (Project Managers, Architects, Engineers, and Quantity Surveyors), Main Contractors and specialist vendors
Manage the procurement of capital works, engineering consultancy, furniture, security and specialist ICT systems.
Completion of Tender Document (Mini tenders from Frameworks or where applicable full OJEU tender process), management of all queries etc. and completion of tender assessments
Manage and authorise all commercial aspects of contracts including issuing POs, approving invoices, processing/approving interim payments and agreement and close out of the final account
Develop and maintain strategic relationships with stakeholders to ensure successful capital projects' delivery
Delivery of construction projects in line with Uisce Éireann Health, Safety, Quality and Environmental requirements and ensure compliance with statutory and legislative requirements
Routinely attend sites to support construction delivery by chairing project meetings, ensuring designs are coordinated, organising quality reviews, scheduling training and leading handovers
Manage the closeout of projects through practical completion, user acceptance testing, post go live support, handover and lessons learned reviews
Manage the completion of safety files complete with creating/amending asset registers
Draft content for inclusion in reports, comms to staff and senior management team
Identify areas of unsatisfactory performance and undertake Fault Analysis, proactively recommend and implement solutions and modify policies & procedures as required
Other duties as maybe assigned from time to time
The role requires flexibility to extend working hours, work across regions as required addressing project needs and the possibility of being a member of the on-call rota.
General Duties and Responsibilities:
Collaborate with key internal stakeholders across the UÉ business
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
Other duties as required.
Knowledge, Skills and Experience:
Relevant third level Engineering qualification or equivalent
Full clean Driver's License
Relevant design development, construction delivery or hard services facilities management of properties working consultancy, contractor or client side
Proven ability to manage and authorise all commercial aspects of contracts
Ability to ensure delivery of construction projects in line with health, safety, quality and environmental compliance with statutory and legislative requirements
Desirable to be a certified practitioner in one of the recognised PM methodologies either Prince2 or PMP.
Desirable to have certified training in H&S - IOSH Managing Safely or similar
A minimum of 3 years' experience in the water, utilities or similar industries is desirable and or relevant experience
Experience managing a team, with strong people, change management and conflict resolution skill
Ability to develop and maintain effective partnerships with key stakeholders internally and externally
Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
