6 days ago Be among the first 25 applicantsJob Title: Control & Instrumentation Commissioning EngineerRole DescriptionAZOROM has an ongoing contract with ESB and wishes to fill this present position.ESB is upgrading and modifying various mechanical, electrical and C&I systems in the three generation units at Moneypoint Station in Co.Clare as part of ESB’s commitment to Security of Supply. Each of these units is capable of generating up to 285MWe. This will involve engineering, FAT, installation, commissioning and interfaces works as part of scheduled outages in 2025 and 2026 in all of the units.The 3 generation Units and Common plant are monitored and operated with a hybrid of legacy (Controller level) and state-of-the-art (HMI level) OEM master control systems (SPPA-T2000/Omnivise-T3000). The significant work scope is on the legacy and obsolete Boiler Protection and BMS systems in each unit which will be upgraded to the OEM state-of-the-art technology, Omnivise-T3000. The primary function of these systems is to ensure the safe control of the boiler combustion process using coal or oil, and to operate in a failsafe manner to bring the boiler and associated plant to a predetermined safe state by protection trip and shutdown if the process breaches protective limits.As part of the overall works programme there are various other mechanical and electrical works with C&I and Station interfaces e.g. AVR upgrades, conversion from coal and HFO operation to HFO only, etc.The successful candidate will act as a C&I Commissioning Engineer on these projects, providing technical expertise and co-ordination of interfaces with the ESB Teams and Contractors, reporting to the Lead C&I Engineer or Outage Project Manager(s) as required, and will provide C&I services to the ESB project teams during the design, construction, and commissioning processes.The position will be based in Moneypoint thermal generation station, split over phases for the works in the Units and Common plant, starting from October 2025 for a minimum duration of 12 months..Key ResponsibilitiesWork with the Safety Adviser and other project team members to ensure that all works undertaken during the project are executed in accordance with statutory safety, health, and environmental regulations and internal ESB Technical Standards & Guidelines.Manage ESB requirements / work scopes as per C&I role and responsibilities communicated by the Project Manager (PM), Lead C&I Engineer, or Site Manager as required.Liaison with ESB’s Engineering & Major Projects specialist(s) team(s) to successfully deliver projects in line with defined protocols and procedures.Where required, work with and support the station Management and Maintenance Teams during the course of the project(s).Management of Technical Clarifications with consultants/contractors/utility providers or their representatives during all stages of the projects from design to commissioning.Management of correspondence with Contractors and Consultants and other project teams.Supporting Input on Commercial related items as they arise in conjunction with the PM and the broader project team.Management of all technical documents received.Management of all technical scope during project engineering and execution.Support project planning and resourcing in alignment with technical requirements for design, installation, validation, and commissioning.Lead and co-ordinate design review proposals, schedules, test protocols, etc involving other specialists as required.Participate in review of concepts, protocols and project documentation submitted to ESB.Present on site or off-site for all key meetings.Develop ESB protocols for equipment to be commissioned in ESB scope and missing elements from contractors’ scope.Supervise as required on-site activities of contractors and subcontractors for C&I scope and play a leading role in Commissioning (e.g., loop checks, function checks, protection tests, governor tests, etc).Lead requirements for FAT, SAT, and Commissioning.Witness and acceptance on ESB behalf for testing and commissioning (as required)Collation of all relevant documentation.Familiarisation with local working and safety procedures.Participate in review of concepts, protocols and project documentation submitted to ESB.Represent ESB and liaise and oversee installation and commissioning works associated with the works.Provide on time submission of all ESB deliverables to the Contractor during all phases of the project including design, installation, and commissioning.Review of Inspection & Test Plans for C&I equipment as and when released by OEM /contractors and highlight deficiencies.Monitoring of progress of C&I ITPs and witnessing of Hold / Inspection Points as delegated.Management of quality on assigned contracts in accordance with responsibilities listed in the Project Quality Plan.Day to day supervision of contractors and their works.Work with the Project Finance Officer and Project Manager to control costs for assigned contracts using agreed ESB protocols for cost management.Reporting on progress against schedule and attendance at various project meetings as deemed appropriate by the Project Manager.Creation of C&I Close-Out Report.Supporting other project teams disciplines as required.Testing and Commissioning.Networking with ESB stakeholders, technical specialists to support the overall project delivery.Knowledge, Skills and ExperienceHave a minimum of 7 years’ (post qualification) relevant working experience in the power generation industry or a comparable industry.Possess significant competence of generating plant C&I systems and applications including DCS and PLC systems, Environment, HMI and control networks, field instrumentation and control devices, plant protection, safety systems and devices.Experience of power plant operations and maintenance technologies, systems, procedures, and practices.Demonstrated experience with design, engineering and commissioning on large and/or complex C&I works/projects, working from own initiative, taking ownership of works/projects, and driving self and others to deliver on objectives or projects.Demonstrated internal and external stakeholder management and project/scope co-ordination involving multiples business units, contractors or third parties.Knowledge of IT infrastructure as relevant to Industrial Control Systems and the interfaces with other plant systems, third party systems or corporate networks.Ability to make quality decisions and judgements.Well versed with Health, Safety and Environment Standards and procedures, including Risk Assessment and Method Statement.Strong time management, work prioritisation, collaboration, communication, and report writing skills.Full clean driving license with access to a car, and flexibility to travel nationally and internationally.Experience of commissioning boiler protection and burner management systems (BMS) in coal and/or gas plant.Experience with Siemens Energy T3000 applications e.g. Omnivise-T3000 Controllers, HMI, Communications, etc.Experience with Siemens Energy T2000 applications e.g. Teleperm XP, Teleperm EHF failsafe protection, Teleperm APF failsafe protection, communications equipment e.g. CM104, etc.History of working on ESB /or similar thermal generation focused projects.QualificationsA 3rd level qualification or equivalent in engineering or equivalent with experience in C&I technologies, projects, and practices.Experience of engineering and commissioning of power plant control systems and safety systems.Chartered Engineer status with an internationally recognised engineering institution or demonstrable CPD evidence of progress
