Recruitment Specialist @ Arcadis DPS Group
We are seeking an experienced and qualified Construction Safety Engineer to join our Clients team in South Dublin and ensure that all construction activities are carried out in compliance with the highest health and safety standards. The successful candidate will report to the Project Manager and collaborate closely with key stakeholders, including the designated EHS point of contact from Our Client.
Key Responsibilities
* Review RAMS, lift plans, and temporary works designs to ensure adherence to safety best practices.
* Provide input into safety stand-downs and one-point lessons (typically executed by the General Contractor or contractor EHS representatives).
* Monitor, maintain, and update all relevant safety signage across the construction site.
* Conduct pre-execution walkthroughs with contractors to ensure planned works follow safe practices.
* Perform site inspections and risk assessments to identify hazards, unsafe conditions, or regulatory non-compliance.
* Execute gap analysis studies related to regulatory requirements, Our Client’s SOPs, and overall EHS coverage. Present findings to the Project Manager with recommended actions.
* Maintain up-to-date records of all safety data and reporting metrics.
* Plan and lead EHS-related training, workshops, and safety demonstrations in coordination with the construction management team.
* Work closely with the PSCS and PSDP to ensure all construction works are executed in line with safety legislation.
* Report accidents, incidents, and near-misses. Participate in investigations where appropriate.
* Liaise with the Project Manager, Site Supervisor, Client, relevant authorities, and stakeholders on safety matters.
* Stay current with developments, trends, and best practices in construction safety.
* Advise the project and construction management teams on opportunities to enhance safety practices and efficiencies.
* Provide safety moment topics and content to the project team.
* Manage and update EHS-related content on display boards and notice areas within the project portacabins and construction zones.
* Seek clarification from Our Client’s EHS representative regarding training, documentation, requirements, or SOPs as needed.
Out of Scope
* EHS Policy Decisions: All policy-level decisions will be directed by Our Client’s EHS department. The Senior Safety Engineer will consult with the designated EHS representative for guidance on any such issues raised by the construction team.
PSCS Responsibilities (Project Supervisor for the Construction Stage)
* Develop and maintain the Construction Stage Health & Safety Plan.
* Approve contractor RAMS.
* Coordinate implementation of Construction Safety Regulations.
* Notify the Health and Safety Authority (HSA) as required before work begins.
* Ensure site entry is restricted to authorised personnel with valid SafePass and CSCS cards.
* Manage accident reporting obligations to the HSA.
* Appoint a Safety Representative when more than 20 workers are on site.
* Appoint a Safety Advisor when more than 100 workers are on site.
* Provide necessary information to the PSDP for the final Safety File.
PSDP Responsibilities (Project Supervisor for the Design Process)
* Identify and assess hazards during design related to technical, organisational, or scheduling factors.
* Eliminate or reduce risks at the design stage where feasible.
* Communicate residual risks and design assumptions to the PSCS for inclusion in the Safety and Health Plan.
* Coordinate designers to ensure that safety is integrated throughout the design process.
* Prepare a written Safety and Health Plan for complex projects (e.g., over 500 person-days or 30 working days, or with Particular Risks) and deliver it to the Client before tender.
* Compile and deliver the final Safety File to the Client upon project completion.
* Notify the HSA and Client of any non-compliance with issued safety directions.
Candidate Requirements
* Bachelor's degree in Engineering, Occupational Health & Safety, or a related field.
* Minimum of 3 years’ experience as a Construction Safety Engineer or in a similar role—preferably within biopharmaceutical or comparable high-specification environments.
* Strong understanding of construction safety regulations, codes, and best practices.
* Capable of working both independently and as part of a collaborative team.
