Dún Laoghaire-Rathdown has excellent access to educational facilities and is home to UCD, Ireland’s largest university, which together with IADT, provides third level education to over 32,000 students per year.About the RoleThe Director of Finance is a senior leadership position in Dun Laoghaire-Rathdown County Council and a member of the Senior Leadership Team. It is an exciting and challenging role for an experienced manager. The successful candidate will be expected to contribute to the development and implementation of forward‑thinking strategies to deliver the full range of services provided to the highest standard. They will be aware of the environment in which the Council operates and be capable of demonstrating the necessary vision, leadership, and experience necessary for the position.The Director of Finance supports the Chief Executive in advancing the physical, economic, social and cultural life of the County and in developing and overseeing the organisational structures and resources needed to deliver an extensive range of services to the public in a cost‑effective and efficient manner.The Finance Department deals with the short‑ and long‑term financing of the County Council’s operations, both of a revenue and capital nature. It leads and manages an effective and responsive financial service to support service delivery.and lead their functional areas in a strategic manner and implement change programmes. Organisational innovation and continuous improvement are significant priorities for Dun Laoghaire-Rathdown County Council, as is the development and use of smart technologies used to enhance service delivery.About YouProvide advice, support and guidance to the County Councillors, the Council’s Finance Strategic Policy Committee and its Audit Committee.A leadership/advisory role in ensuring the financial probity of the organisation.Creating and supporting a culture in which non‑financial managers take responsibility for effective management of devolved resources.Preparation, implementation and ongoing review of Dun Laoghaire‑Rathdown County Council’s Finance plans.Sourcing of finance and formulation of financial arrangements in the context of partnerships, new funding ventures and Public Private Partnerships where they arise.Development of the strategic finance function through the delivery of the statutory Local Authority Revenue Budget and 3‑year Capital Programme that underpins the delivery of services / projects and supports the management of resources.Management of the Finance Department’s annual budget.Drive high standards of performance across Financial Accounting (Agresso FMS, accounts payable / receivable ; treasury management ; payroll; loan borrowing; financial controls, fixed asset register etc.) and Management Accounting (budgetary monitoring and control, revenue and capital budget reporting, operation of the rates office and debt collection).Ensuring compliance with the procurement obligations across the County Council through the work of the Central Procurement Unit.Management, including performance management, development, training and education including Continuing Professional Development (CPD) of staff across the department, to ensure the highest standards of service delivered.The Closing Date for this competition is Thursday, 28th of May at 3pm.We are committed to a policy of equal opportunity and encourage applications under all nine grounds of the Employment Equality Act.
