We are seeking a seasoned COHE/LOTO Specialist to develop, implement and oversee comprehensive hazardous energy control programs during equipment commissioning and facility start‑up. This pivotal role ensures strict compliance with regulatory standards and site requirements, acting as the site’s Subject Matter Expert (SME) and technical point of contact on all aspects of energy isolation, risk assessment, and life‑safety procedures.
Key Responsibilities
Develop comprehensive COHE (Control of Hazardous Energy) plans for all in‑scope equipment prior to and throughout commissioning activities.
Identify and assess hazardous energy sources—electrical, mechanical, hydraulic, pneumatic, chemical, and thermal—associated with facility and process equipment.
Conduct field verification of all LOTO (Lock‑Out Tag‑Out) procedures to confirm accuracy, effectiveness, and site applicability.
Maintain and manage all LOTO devices, tags, hasps, and lockout kits across the facility.
Support commissioning and start‑up teams, ensuring approved energy control procedures are strictly followed at all times.
Coordinate COHE/LOTO requirements with main contractors, automation vendors (e.g., Emerson), utility providers, and other project partners.
Serve as the facility’s SME for hazardous energy control—providing technical guidance, training, and verification for all personnel.
Maintain up‑to‑date COHE and LOTO documentation; ensure continuous alignment with site EHS (Environmental, Health & Safety) requirements and Permit to Work systems.
Experience Requirements
Minimum 10 years’ experience developing and implementing comprehensive COHE/LOTO programs in an industrial or regulated environment.
Proven experience conducting hazardous energy risk assessments for complex, multi‑system facilities.
Strong working knowledge of OSHA 29 CFR 1910.147 regulations and relevant Irish safety legislation.
Technical Skills
Proficiency in interpreting engineering drawings, P&IDs, and electrical schematics.
Practical experience with all types of LOTO devices: electrical, pneumatic, hydraulic, thermal, and chemical isolation.
Familiarity with commissioning and control of biopharma process equipment, including both upstream (USP) and downstream (DSP) systems.
Soft Skills & Behaviours
Excellent communication and leadership skills for managing multi‑contractor LOTO environments.
High attention to detail and a zero‑tolerance approach for COHE non‑compliance.
Strong organizational skills and ability to manage multiple concurrent LOTO activities during peak commissioning and start‑up periods.
