Department: National Office of Clinical Audit (NOCA)Location: St Stephens Green, Dublin 2 – Hybrid working availableReporting to: Information ManagerAbout National Office of Clinical Audit (NOCA)The National Office of Clinical Audit (NOCA) was established in 2012 as a key enabler of clinical effectiveness which in turn is a key component of patient safety and quality. The integration of best evidence in service provision, through clinical effectiveness processes, promotes healthcare that is up to date, effective and consistent. Clinical effectiveness processes include guidelines, audit, and practice guidance. NOCA establishes and maintains national clinical audits across a number of clinical areas including Intensive Care, Obstetrics, major trauma, hip fractures, arthroplasty, and mortality. NOCA is funded by the Health Service Executive Quality Improvement Division and operationally supported by the Royal College of Surgeons in Ireland. The purpose of NOCA national clinical audits is to improve the quality of care provided to patients and to improve their outcomes.About the post: Business AnalystAs NOCA’s portfolio of national audits and clinical registers continues to expand, the IT function is growing to support increasingly complex digital and data‑driven systems. The IT Project Manager plays a critical role in delivering secure, user‑focused, and compliant technology solutions that underpin NOCA’s audits and registers.This role will support business analysis and technical testing across all NOCA data collections. This is not a data analyst role. The focus is on business requirements, systems analysis, process design, and testing—not statistical analysis, dashboard development, or data modelling. You will work with analysts, not as one.Job ResponsibilitiesBusiness & Systems AnalysisGather, document and translate business requirements into clear technical specifications.Develop process maps, user stories, workflows and supporting documentation.Facilitate workshops, interviews and focus groups to capture user needs and feedback.Contribute to evaluations of NOCA data collection tools and recommend enhancements.Technical Coordination & TestingCoordinate and support user acceptance testing for NOCA data collections and dashboards.Participate in technical testing and produce structured test reports.Support data migration activities, including validation and issue resolution.Troubleshoot system issues with technical partners, including root‑cause analysis and follow‑up.Project & Stakeholder ManagementAct as project manager for designated projects.Deputise for the Information Manager as the primary contact with the NOCA Audit Platform provider.Collaborate with clinicians, analysts and audit teams to understand system requirements.Maintain accurate project documentation, milestones and outcomes.Knowledge & Experience – (Essential):Experience as a Business Analyst within a health data or clinical data environment.Strong process design and workflow mapping skills.Knowledge of health data systems (e.g., electronic health records, clinical trial data management, national data collections).Understanding of data transfer between applications.Experience developing and implementing standard operating procedures.Project and change management experience.Strong communication, problem‑solving and stakeholder‑influencing skills.Ability to mentor colleagues in business analysis and requirements gatheringPrevious hands‑on technical or software development experienceExperience in healthcare, clinical systems, research, or regulated environmentsKnowledge of healthcare data governance, audits, security, or national reporting systemsWe are all too aware that imposter syndrome and the confidence gap can sometimes stop fantastic candidates putting themselves forward, so please do submit an application — we’d love to hear from you.
