About the Employer:

The mission of the Department of Transport is to deliver an accessible, efficient, safe and sustainable Transport system that supports, communities, households and businesses. The Department has a central role to play in delivering on the Government’s ambition on Climate, Housing and Health, as well as other key Programme for Government commitments. The National Development Plan Review just announced has ensured that this work will be underpinned by €35 billion of capital funding over the coming decade. With this commitment to funding, it is essential that the policy, legislative and regulatory frameworks for the provision and operation of road transport services enable us to deliver on these ambitions and objectives while ensuring the highest standards of safety are maintained. The Department of Transport is seeking qualified Naval Architects to work in the Marine Survey Office (MSO).

The MSO, a division within the Department of Transport, serves as the regulatory authority for maritime transport safety. Its role is to ensure the implementation of national and international legislation relating to the safety of life at sea, maritime security, living and working conditions and the prevention of pollution of the marine environment from ship related sources.

About the Role:

Reporting to the Chief Surveyor, Deputy Chief Surveyors and/or Surveyors-in-Charge, Naval Architects (Ship Surveyors) form part of a team with important responsibilities in relation to enhancing safety of life at sea, maritime security, living and working conditions and preventing pollution of the marine environment.

Naval Architects (Ship Surveyors) are engaged in the initial survey and inspection requirements of new vessels and the renewal survey requirements for existing vessels such as the issue or renewal of statutory certificates and registration on the Irish Flag. They are also involved in inspections on Irish and foreign vessels of different types and in the port state control inspection of foreign vessels entering Irish ports.

Principal Duties and Responsibilities of the Role

The principal duties of the position will include:

• Plan and design approval in relation to new buildings including tonnage measurement, hull, structure and stability review and approvals.

• Involvement in surveys, afloat and in dry-dock, for the issue and renewal of statutory certificates such as Passenger, Load Line, Safety Equipment, Safety Construction, Tonnage, Fishing Vessel Safety, Maritime Labour Convention etc.

• Inspection and approval of drawings and designs calculations relating to sub-division, stability for intact and damage conditions, angle of heel calculations, structural fire protection, structural design and strength, grain loading, safety equipment, etc.

• Approval of life-saving appliances, fire protection materials, etc.

• Enforcement of legislation concerning maritime safety, security, living and working conditions, pollution prevention and mobility.

• Conducting audits in connection with the International and Domestic Safety Management System, Maritime Labour Convention, International Ship and Port Facility Security Code (Port facilities and Ships), Port Security Directive and auditing of maritime colleges, etc.

• Overseeing and auditing Recognised Organisations and other entities carrying out delegated functions of the Administration.

• Witnessing emergency drills on passenger vessels in relation to damage control, firefighting, assembly of passengers and vessel evacuation, etc. These drills will be carried out on Irish vessels and foreign ro-ro passenger ferries and high-speed craft entering Irish ports.

• Conducting the following inspections: - of ships and fuel suppliers in relation to compliance with EU requirements for the maximum content of Sulphur in Marine Fuel. - in bulk terminals in relation to compliance with EU Bulk Terminals Directive. - onboard ships in relation to the requirements of the EU Ship Recycling Regulations. - onboard ships in relation to the requirements in the EU for the monitoring, reporting and verification of carbon dioxide emissions from maritime transport and enforcement of European Union Emission Trading Scheme and emission reduction legislation applicable to shipping. - into shipping casualties, structural failure, stability issues, etc. and initiating prosecutions where necessary.

• Conducting compliance inspections and surveys of all vessel types including fishing vessels, passenger vessels, tugs, dredgers, barges, etc.

• Market surveillance for the recreational craft directive and marine equipment directive.

• Assisting with the development and implementation of the MSO’s Quality Management System.

• Participating in the enforcement of maritime safety legislation and Marine Casualty Investigations.

• Assisting with the Department’s programme for the development of new legislation etc.

• Involvement with the developing offshore renewable energy sector through the provision of technical advice and the survey and certification of vessels and associated marine operations.

• Providing advice to the Minister and other Government Departments on matters relating to maritime safety, maritime security, working conditions and pollution prevention and other related issues.

• Attending meetings with key stakeholders in Ireland and abroad (both national and international) including the EU and International Maritime Organization, International Labour Organization, and International Hydrographic Organization and working closely with shipbuilding and repair yards and various equipment manufacturers.

• Carrying out other duties in relation to Ireland’s obligations under International, EU and national Maritime requirements.

About You:

Candidates must have on or before Thursday 28th of August 2025:

1. A qualification at minimum Level 7 on the National Framework of Qualifications (NFQ) or a NARIC Ireland Foreign Qualifications equivalent in Naval Architecture or an equivalent relevant qualification such as offshore/ocean engineering, small craft design or marine technology. Candidates’ qualification(s) should deem them eligible to hold chartered status in a relevant professional body such as the Royal Institution of Naval Architects.

and 2. Satisfactory relevant experience in implementing the theory and practice of naval architecture.

Candidates must also have:

3. Good general knowledge and understanding of the marine industry;

4. The ability to work on own initiative and a track record of delivery of results;

5. Strong organisational skills with the ability to deal with multiple demands and competing priorities to tight deadlines;

6. Excellent problem-solving and decision-making skills;

7. The ability to be flexible, resilient and the capacity to adapt to a changing work environment;

8. The ability to write clear and concise reports and maintain accurate records;

9. Strong oral and written communication skills, including a good technical working knowledge of English;

10. Excellent interpersonal and negotiation skills with a proven ability to build and maintain relationships with a large variety of stakeholders, at all levels, both internally and externally;

11. Good Information Technology (IT) skills with proficiency in Microsoft Office applications and including familiarity with the latest computer software relating to ship structures, stability appraisal, etc.;

12. Commitment to Continued Professional Development;

13. A current full driving licence (Category B), valid in Ireland and have access to a car;

14. On the date of appointment hold a clean unrestricted passport.
