Job Title: Capital Project Manager
About the Role
This is a senior-level position within a multi-disciplinary team responsible for the planning and delivery of healthcare services across Ireland.
The successful candidate will support the delivery of major and minor capital projects across a range of healthcare environments, ensuring high standards of quality, safety, value for money, and compliance with public procurement regulations.
Key Responsibilities:
* Providing strategic commercial, procurement, and contractual advice to capital development programmes.
* Overseeing performance of external Quantity Surveying consultants and internal project controls.
* Supporting capital programme delivery, from concept to completion, aligned with national health priorities.
* Advising on procurement strategies, cost management practices, and life-cycle cost planning.
* Ensuring projects meet government infrastructure and sustainability standards.
* Preparing and reviewing Capital Submissions, including cost plans, tender documentation, and performance reports.
* Contributing to the development of standardised procedures and best practices in project and cost management.
* Representing the function in multidisciplinary teams and supporting national and regional delivery priorities.
Requirements
To be eligible, candidates must have:
* A Level 8 (or higher) qualification in Quantity Surveying, accredited by The Society of Chartered Surveyors Ireland (SCSI), or The Royal Institution of Chartered Surveyors (RICS), or an equivalent recognised qualification.
* Registration (or eligibility) as a Quantity Surveyor under the Building Control Act.
* Full professional membership (or eligibility) of SCSI and/or RICS.
* 5 - 7 years' relevant professional experience as a Quantity Surveyor, ideally within public sector, consultancy, or contractor environments.
* Proven knowledge of public procurement legislation, capital project lifecycles, and cost planning methodologies.
* Strong leadership, analytical and stakeholder engagement skills.
