Senior Business Analyst – Hybrid Role (Dublin 2) | Full-Time - 12-month Contract

We are seeking a Senior Business Analyst to lead business analysis activities in a hybrid working model, supporting digital transformation initiatives within public sector systems.
Working Hours: Monday to Friday, 5 days per week
Daily Hours: 8.0 hours per day (excluding lunch/rest breaks)
Contract Start Date: Start of March 2026
Engagement Type: Full-time
Contract Duration: 1 year
Location: Hybrid – Dublin 2 (minimum 2 days onsite per week). Occasional attendance may be required at regional offices in Galway, Tullamore and Killarney or to client sites.
Role Overview
The Senior Business Analyst will act as the lead for business analysis activities on major ICT projects. This role requires coordinating multidisciplinary teams, developing high-quality documentation, and delivering solutions aligned with organisational objectives.
This is a hybrid role, requiring onsite attendance at Dublin 2 at least two days per week. Candidates unwilling to attend onsite as required should not apply.
Key Responsibilities
Provide architectural oversight, leadership, and technical guidance to the FMSS throughout all phases of the project lifecycle, from strategic planning and solution design through to implementation and transition to operations.
Oversee and support the end-to-end delivery of complex Oracle-based programmes, ensuring solutions are aligned with defined business requirements, technical standards, and industry best practices.
Collaborate with internal teams and external advisers to analyse business requirements and design, develop, and implement best‑practice solutions that comply with Irish Civil Service standards and governance frameworks.
Actively contribute to the development of Business Requirements Documents (BRDs) and conduct detailed reviews of resulting Functional Design documents to ensure completeness, traceability, and alignment with approved requirements.
Provide subject matter expertise to technical teams, business stakeholders, and system implementation partners across:
Core system configurations (including inventory and financial modules)
Custom developments such as reports, interfaces, conversions, extensions, and workflows
Play a lead advisory role in data migration, data conversion, and data reconciliation activities by:
Advising on data extraction requirements from legacy systems
Ensuring data is provided in the required formats and structures for Oracle import
Supporting validation, reconciliation, and issue resolution to ensure data accuracy and completeness
Support the planning, execution, and delivery of User Acceptance Testing (UAT) and End User Testing, ensuring solutions meet business requirements and are fit for operational use.
Operations Deliverables
Provide hands‑on support and expert guidance to operations teams in analysing system issues, identifying root causes, and determining appropriate corrective solutions.
Partner with cross‑functional business and technical teams to drive operational efficiency, process optimisation, and continuous improvement initiatives.
Identify and develop new project opportunities by building and maintaining long‑term, trusted stakeholder relationships and contributing to ongoing programme and service improvements.
Experience & Skills Required (Mandatory)
Minimum 7+ years’ experience in business analysis roles, with proven Agile delivery experience
Experience working as a Product Owner and managing product backlogs
Strong proficiency in Microsoft Azure DevOps for user stories and sprint management
Ability to author BRDs and FRDs to audit‑ready standards
Telecommunications architecture experience, including MS Teams Phone, SIP trunking, QoS, latency, jitter
Skilled in facilitating workshops with diverse stakeholders
Familiarity with low‑code/no‑code platforms (e.g., Power Apps)
Knowledge of GDPR and Irish public‑sector procurement regulations
Strong data migration, fit‑gap analysis, and SaaS evaluation experience
Excellent written and verbal communication, capable of engaging senior stakeholders
Proficient in BPMN, Microsoft Visio, and developing use cases and user story epics
Ability to design scoring frameworks for vendor evaluation
Capable of working independently and collaboratively within multidisciplinary teams
Qualifications (Mandatory)
Level 8 Degree in Computer Science or equivalent ICT qualification
3rd level Technical Degree from a recognised institution demonstrating training in Oracle / SAP / JD Edwards / Agresso / Lawson /SAGE, or equivalent
Must be fluent in English
CV must indicate whether the candidate is a native speaker
Non‑native speakers should ideally hold CEFR Level C2 (Mastery/Proficiency) or equivalent
Where certification is not held, English proficiency may be assessed during the interview process
