The National Transport Authority wishes to recruit a suitably experienced and qualified individual to the role of Payroll Supervisor. Successful candidates may be placed on a panel from which future vacancies may be filled.
Duties and Responsibilities
Reporting to the Finance Manager, the Payroll Supervisor will oversee the accurate and timely delivery of payroll operations in a manual, non-systemised payroll environment with a third-party payroll provider. The role combines supervisory responsibilities with operational tasks, financial stewardship ensuring robust controls, compliance and quality control.
The successful candidate shall undertake tasks, including those listed below, to the highest standards:
* Responsible for the end-to-end processing and payments of fortnightly payroll and deductions for staff and pensioners (approx. 390 and growing) ensuring all employees and deductions are accurately verified/supported and paid over on time and in accordance with NTA policies and procedures, relevant government body circulars and statutory obligations;
* Prepare, review and approve payroll files prepared by the team, ensuring accuracy before sign-off;
* Oversee the submission of payroll files for approval and monitor compliance with deadlines;
* Validate Revenue Payroll Notifications (RPNs) and ensure correct application in payroll runs;
* Review calculations for payroll taxes and approve payments;
* Ensure timely filing of regulatory payroll taxes and compliance with statutory requirements;
* Review and approve payroll journals and any journal reclassifications;
* Oversee reconciliation of payroll control accounts and GL accounts, ensuring accuracy and completeness;
* Monitor and approve postings for payroll deductions (unions, pensions, TaxSaver, health insurance);
* Review pension scheme deduction analysis and ensure compliance with policy;
* Review and approve external reporting submissions (e.g., pensions, CSO, gender pay gap reporting);
* Support the month-end and year-end processes as required including payroll forecasting and preparation of note disclosures;
* Supervise and mentor payroll team members, providing guidance and resolving escalated queries;
* Document, update, implement and enforce existing and new policies and procedures and ensure they are communicated to the team and other stakeholders;
* Act as key point of contact for internal and external stakeholders including HR, internal auditors, external service providers, Revenue;
* Participate in process improvement and digital enablement to provide new insights and identify opportunities for efficiency improvements where relevant;
* Collaborate on projects as part of a continuous improvement program, including the utilisation of technology and financial systems to streamline business processes;
* Coordinate and assist in the development of finance and payroll systems deployments, upgrades, enhancements and process developments both within the team and related control cycles;
* Assist with other ad hoc assignments as agreed to support the general work of the NTA; and
* Contribute to a strong compliance culture by ensuring robust internal controls and audit standards are achieved and maintained.

Essential Criteria

Each candidate must meet the following requirements at the time of the competition closing:
1. Hold a minimum of a NFQ degree level 7 qualification in a finance, IT or other related discipline;
2. Have a minimum of 5 years' relevant experience in payroll, reconciliation and financial processing, with 3 of these years working with payroll or financial technologies (ideally financial modules of Microsoft Business Central or similar), and 2 years' experience managing projects or peoples;
3. Strong MS Office, particularly MS Excel skills, with proven data analysis skills;
4. Demonstrate strong attention to detail, including through the application process for this position;
5. Demonstrate a strong ability for collaboration and teamwork, accountability and ownership; and
6. Possess proficient business skills relating to competencies such as customer service.

Remuneration
Salary Grade: Higher Executive Officer
Salary Scale: €58,847, €60,567, €62,285, €64,000, €65,723, €67,437, €69,157, €71,637 (LSI 1), €74,112 (LSI 2).
Personal Pension Contribution (PPC) rate.
This salary is payable to an individual who is required to make a personal pension contribution (PPC) to their main pension (in general those persons whose initial appointment to the Public Service is on or after 6th April 1995).

Non Personal Pension Contribution (non-PPC) rate.
This salary is payable to an individual who is not required to make a personal pension contribution (PPC) to their main pension scheme.
Annual Leave:
29 days per annum. This leave is on the basis of a five-day week and is exclusive of the usual public holidays.

* entry will be at point 1 of the scale and will not be subject to negotiation;
* different pay and conditions may apply if, immediately prior to appointment the appointee is already a serving Civil Servant or Public Servant;
* the rate of remuneration may be adjusted from time to time in line with Government pay policy.
