Vacancy The GRAI is seeking to appoint an Assistant Director, Investigations (Assistant Principal Officer - Standard Scale). Successful applicants will be placed on a panel for a period of up to 18 months, from which GRAI may fill future vacancies for Assistant Director, Investigations (Assistant Principal Officer - Standard Scale). About the Role Reporting to the Director of Enforcement, Legal & AML, you will play a key role in establishing and leading the Investigations Unit. You will lead complex investigations into potential breaches of gambling legislation, spanning civil and administrative sanctions as well as criminal matters. You will ensure the Authoritys investigative powers are exercised effectively under the Gambling Regulation Act 2024, supporting the development of evidence management and case tracking systems. Key Responsibilities Include: Establish & Develop: Lead the establishment of the Investigations Unit from the ground up, building its structure, staffing, and operational protocols. Investigative Leadership: Lead and oversee investigations into suspected breaches of legislation, managing complex cases from initiation through to final enforcement outcomes. Procedural Excellence: Develop investigation procedures aligned with best practice, ensuring compliance with statutory requirements, constitutional safeguards, and evidential standards. File & Evidence Management: Oversee the preparation of investigation files for administrative or criminal proceedings, ensuring robust procedures for evidence gathering, preservation, and disclosure. ICT & Systems: Lead the definition of business requirements for investigative ICT systems, including evidence management and case tracking. Team Development: Build and mentor a high-performing team with the skills required to conduct complex regulatory and criminal investigations. Stakeholder Engagement: Maintain effective relationships with An Garda Sochna, the DPP, and international regulators; appearing as a witness in court or adjudication proceedings when required. Strategic Coordination: Ensure investigative activity is closely coordinated with the Intelligence, Market Surveillance, and Compliance functions to maximize enforcement resources. Essential Criteria To be eligible to apply for this role you must have/demonstrate in your application form that you meet the following essential criteria: A third-level degree (minimum Level 8 on the NFQ) in a relevant discipline such as Law, Policing, Regulatory Compliance or a cognate field. A minimum of 5 years experience in leading complex criminal and/or regulatory investigations from initiation to final disposal, including at least 3 years at a managerial level. Significant experience in a regulatory or law enforcement environment, and in particular in the exercise of statutory inspection, investigation and enforcement powers. Experience in case file preparation, either in an administrative sanctions or criminal law context, including managing evidential continuity and disclosure obligations. Demonstrable knowledge of Irish criminal law and the law of evidence, including the constitutional and ECHR framework. Demonstrable experience in evidence management, including digital evidence handling, chain of custody and evidential continuity.
