Overview of Role
The MIS, Role Based Access Control (RBAC) Team Lead will play a pivotal role in supporting the Cúram Electronic Health Record (EHR) implementation across UPMC Ireland. You will report to the EHR Technical Stream Lead. This role will oversee the creation and management of secure, role-based access profiles aligned with clinical, administrative, and operational workflows, ensuring compliance with privacy regulations, security policies, and audit requirements. The MIS/RBAC Team Lead acts as the application champion at the group level and ensures alignment of system functionality with a wide range of stakeholders and associated clinical and business workflow requirements. This role provides strategic and tactical leadership for the MIS/RBAC workstream, ensuring alignment with clinical operations, financial systems, and overall programme goals. The individual will act as a subject matter expert (SME) in MIS/RBAC functions to ensure a smooth, efficient, and sustainable transformation of MIS/RBAC and associated operational functions. This is an ideal opportunity for a patient access expert who understands the intersections of MIS/RBAC operations and health IT systems. Reports to the Technical Stream Lead. Collaborates closely with relevant operational stakeholders, other stream and workstream leads, workstream members, change management, and communications teams.

Primary Duties and Responsibilities
General Accountabilities
* Deliver the new MIS/RBAC workstream within UPMC Ireland, implementing the programme within scope and governance.
* Establish project team, allocate responsibilities, and collaborate with other clinical workstream leads.
* Manage end-user experience, MIS/RBAC modules, milestone tracking, and workstream reporting.
* Lead decision-making to resolve issues impacting your workstream.
Team Leadership & Stakeholder Engagement
* Serve as primary liaison to end-users, ensuring system design meets clinical and business needs.
* Lead engagement sessions, adoption planning, and go-live readiness.
* Recommend policy changes and process improvements to enhance efficiencies.
* Facilitate meetings, track milestones, document decisions, and escalate risks.
* Support training development and assist education for MIS/RBAC services.
* Provide support during go-live and stabilization phases.
* Collaborate on training for clinicians and future EHR BAU team members.
Workflow & System Design
* Support end-to-end integrity across modules with clinical, business, and technical teams.
* Act as SME for MIS/RBAC functions in MEDITECH.
* Create detailed role-based security templates reflecting user responsibilities.
* Design and validate workflows within MEDITECH Expanse.
* Support design and enforcement of access controls and segregation of duties.
* Review system functionality and ensure workflows translate into clinical and business processes.
Implementation Support, Data Validation & Testing
* Oversee configuration of security profiles and access templates.
* Lead testing activities including UAT and integration testing.
* Identify and troubleshoot issues with IT, finance, and clinical teams.
* Ensure integration of MIS/RBAC with other clinical systems.
* Conduct access audits and validation exercises.
* Coordinate testing and go-live activities, providing frontline support.
* Champion change management and stakeholder engagement.
Documentation & Governance
* Maintain project documentation, including maps, logs, and registers.
* Support governance processes and prepare materials for management meetings.
* Track KPIs related to readiness, adoption, and performance.
* Document lessons learned and continuous improvement initiatives.
* Ensure compliance with statutory and regulatory requirements.
Required Qualifications & Experience
* Bachelor’s degree in Health Information Technology, Computer Science, or related field (or equivalent experience).
* Minimum 5 years of experience in healthcare IT, security, or EHR access management.
* Knowledge of privacy/security standards and audit practices in healthcare.
* Experience with EHR implementation, security planning, or user provisioning systems.
* Strong project coordination, stakeholder engagement, and change management skills.
* Analytical, problem-solving, and interpersonal skills working across clinical and operational teams.
Preferred Qualifications
* Experience with MEDITECH Expanse, RBS Matrix, User Dictionary, or similar systems.
* Familiarity with identity management, SSO, and integration with Active Directory or HRIS.
* Knowledge of clinical decision support, change management methodologies, and regulatory standards.
* Experience developing training resources and SOPs for role-based access.
