The Clinical Nurse Manager 3 in Infection and Prevention Control will work as part of the Peamount Healthcare Infection Prevention and Control (IPC) team.
The IPC team aim to develop, deliver, implement and evaluate a comprehensive Infection Prevention/Control programme with associated structures, policies and processes and guidelines which are the vehicle for improving quality and safety and progressing a quality and safety culture for all service users.
Professional accountability for this Clinical Nurse Manager 3 in Infection Prevention and Control is to the Director of Nursing/Assistant Director of Nursing.
Infection Prevention/Control Team is part of the broader Quality, Risk and Patient Safety team in Peamount Healthcare.
Reporting Relationship The post holder will report to: Assistant Director of Nursing Professionally accountable to: Director of Nursing Key working relationships:Consultant Microbiologist Purpose of Post The purpose of this Clinical Nurse Manager 3 Infection Prevention and Control post is to: Optimise patient/ resident care through the prevention, surveillance, investigation, liaison, education, research and control of health care acquired Infection (HCAI).
Work as part of the Infection Prevention and Control Team in line with the Strategy for Control of Antimicrobial Resistance in Ireland.
Contribute to patient / resident care through prevention, surveillance, investigation, liaison, education, research and control of health care acquired infection (HCAI) Provide and maintain a comprehensive, efficient, and effective infection prevention and control service for patients Work as a key member of the Interdisciplinary Infection Prevention and Control Team, providing specialist infection control advice to all healthcare staff on the surveillance, prevention, investigation, and control of hospital-acquired infections.
Support and provide specialist experience to all healthcare staff.
Be a member of the Infection Prevention and Control Team.
You must carry out these responsibilities in a progressive and evolving service that meets both international and national standards.
Work as a key member of the multi-disciplinary team, providing specialist infection control advice, support, and expertise to healthcare staff.
You will work closely with Infection Prevention and Control personnel, including those in microbiology.

(a) i)Be a registered nurse/midwife on the active Register of Nurses and Midwives held by An Bord Altranais agus Cnimhseachais na hireann (Nursing and Midwifery Board of Ireland).
And ii)Be registered in the General Division of the register of Nurses and Midwives And iii)Have successfully completed a post registration programme of study, as certified by the education provider, which verifies that the applicant has achieved a Quality and Qualifications Ireland (QQI), National Framework of Qualifications (NFQ) major academic Level 9, or higher relevant to the specialist area of Infection Prevention and Control prior to application.
Or Can provide written evidence from higher education institute that they have achieved the number of ECTS credits equivalent to a Level 9 award or higher standard, relevant to the specialist area of Infection Prevention and Control prior to application.
And iv)Have at least seven years post-registration nursing experience (full-time or equivalent hours part-time) in an acute hospital /Rehabilitation or relevant healthcare setting of which five must be in the specialist area.
v)Previous two years management experience at CNM2/CNS level.
vi)Demonstrate evidence of continuing professional development.
(a)Have the ability to practice safely and effectively fulfilling his/her professional responsibility within his/her scope of practice.
And (b)Candidates must possess the requisite knowledge and ability including a high standard of suitability and clinical, managerial and administrative capacity to properly discharge the functions of the role.

Annual Registration i)Practitioners must maintain live annual registration on the appropriate/relevant Division of the register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnimhseachais na hireann) for the role.
And ii)Confirm annual registration with NMBIby way of the annual Patient Safety Assurance Certificate (PSAC).

Principal Duties & Responsibilities Professional/Clinical: The CNM3 will Manage the Infection Prevention & Control service, ensure the highest professional standards using an evidence based, care planning approach.
Provide a high level of professional and clinical leadership.
Liaise closely with the Consultant Microbiologist in all issues related do with IPC.
Manage the implementation of the regulatory standards for the prevention and control of healthcare-associated infections.
Manage and co-ordinate the Infection, Prevention & Control committee meetings.
Manage and participate in the Environmental monitoring committee, ensuring safe water management with emphasis on testing for appropriate bacteria.
Organise Legionella risk assessment.
Advise and participate in the coordination of risk mitigation measures to prevent Aspergillus and other infections associated with refurbishment and building work.
Organise Aspergillus risk assessment.
Participate in teams/meetings/committees as appropriate, communicating and working effectively with others.
Manage own caseload in accordance with the needs of the post.
Manage nursing records in accordance with local service and professional standards.
Adhere to and contribute to the development and maintenance of nursing standards, protocols and guidelines consistent with the highest standards of service user care.
Proactively formulate and provide evidence-based PPPGs for infection prevention and control, ensuring all policies, procedures, protocols, and guidelines are research-based, update and communicate to staff as required.

Oversee the infection surveillance programme.

Management: The CNM 3 will: Be responsible for the management of the Infection, Prevention & Control Department in Peamount Healthcare.
Provide reports to Director of Nursing, Chief Executive Officer, Executive Management Team and all relevant committees i.e.
Quality and Risk, Health and safety Committees.
Provide an annual IPC Report and Plan.
Have responsibility for the monitoring, surveillance, investigation, prevention & control of healthcare associated infections (HCAI).
Maintain Peamount Healthcare Risk Register in conjunction with the Director of Nursing, Quality and Risk manager, in relation to aspects of IPC.
Maintain a separate IPC risk register as agreed by the Director of Nursing.
Ensure all information including IPC data is reported as required, to the offices of HSE Regional health area.
Attend external meetings as required, representing Peamount Healthcare.
Advise Nursing Management and Bed Management of individual patients with infectious conditions, with emphasis on any new or emerging infections.
Provide the necessary supervision, co-ordination and delegation of nursing staff within the Infection Control Department to ensure the delivery of care in the designated area.
Lead on management of outbreaks, co-ordinating an outbreak control committee and notifying to Public health as required.
Promote an environment that is conducive to development of best IPC practice.
Organise regularly scheduled Infection prevention/control committee meetings providing Terms of reference, agenda and minutes; disseminate to all attendees in a timely manner.
Liaise with the Purchasing department and facilitate the evaluation of new or replacement patient care equipment as required.
Ensure that appropriate health and safety, fire and other statutory regulationsare adhered to.
Manage all aspects within the department and ensure all staff are familiar with and follow all hospital policies and procedures.

Participate in infection prevention/control and hygiene audits and complete reports against agreed guidelines.
Produce quarterly KPIs which will be presented to Director of Nursing at the Infection Control committee meetings.

Record and monitor sick, annual leave and all other leave within the department.

Health & Safety: The CNM 3 will: Ensure that effective safety procedures are developed and managed to comply with statutory obligations, in conjunction with relevant staff e.g.
health and safety procedures, emergency procedures.
Take appropriate action on any matter identified as being detrimental to staff and/or service user care or well-being / may be inhibiting the efficient provision of care.
Ensure adherence to established policies and procedures e.g.
health and safety, infection control etc.
Ensure completion of NIMS Adequately identifies, assesses, manages and monitors risk within their area of responsibility.
Maintain a feedback mechanism with the clinical risk manager and report to senior management team where appropriate.
Ensure adherence to department policies in relation to the care and safety of any equipment supplied for the fulfilment of duty.
Ensure advice of relevant stakeholders is sought prior to procurement.
Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
Liaises with contractors during works, reviewing method statements, ensuring the safety of high-risk patients during dust generating works.
To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
Education and Training: The CNM 3 will: Contribute to service development through appropriate continuous education, research initiatives, keeping up to date with nursing literature, recent nursing research and new developments in nursing management, education and practice and attend staff study days as considered appropriate.
Create opportunities for learning exchange within the MDT related to evidence-based infection prevention and control care delivery through journal clubs, conferences, and other educational activities.
Provide support advice to those engaging in continuous professional development in their area of responsibility.
Be familiar with the curriculum training programme for student nurses and be aware of the clinical experience required to meet the needs of the programme.
Participate in the identification, development and delivery of induction, education, training and development programmes for nursing and non-nursing staff.
Provide support supervision and professional development of appropriate staff to include the development on the Link Nurses and Hand Hygiene trainers.
Engage in the HSE performance achievement process in conjunction with your Line Manager and staff as appropriate.

Engage in performance review processes including personal planning development Audit & Research: The CNM 3 will: Conduct ongoing surveillance using appropriate IC criteria, documentation and investigation of Hospital associated infections (HCAIs) through review of admission diagnoses, microbiology culture results, isolation orders, patient records, consultation requests and post discharge surveillance.
Regularly collate and record relevant data and information and compile and interpret surveillance reports to the IPC committee, CEO, DON, Regional health area offices as required.
Conduct audits of agreed infection control practices throughout Peamount Healthcare, evaluate the results and research findings to identify areas for quality improvement in collaboration with nursing management and MDT colleagues, and present the findings appropriately i.e.
IPC committee / Quality and Patient safety committee.
Contribute to the implementation and assessment of quality management initiatives/programmes in line with Regulatory bodies.
