Business Analyst

This role supports the delivery of a major national digital transformation initiative focused on modernising admissions processes through a centralised online application system. The programme aims to streamline placement activities, improve accessibility for families, and reduce administrative effort for service providers. A phased rollout is underway, including the pilot launch of a new online platform for post-primary admissions in 2026.
The successful candidate will provide analytical and delivery support throughout this rollout, facilitating stakeholder engagement, gathering business requirements, and contributing to design and implementation. This position plays a key role in ensuring the solution aligns with user needs and policy objectives while driving meaningful change across the sector.
Work Location & Travel Requirements
This is a hybrid role with flexibility for remote working, alongside required attendance at designate office in Tullamore, Co. Offaly. There also could be travel to their offices in Athlone, Co. Westmeath and Dublin.
Key Responsibilities
* Facilitate strategy and design workshops
* Engage stakeholders and capture requirements across diverse groups
* Conduct data and business process analysis
* Document and present current and future-state business processes
* Perform gap analysis between systems and requirements
* Author detailed user stories and requirements documentation
* Support change management activities
* Provide vendor evaluation support
* Maintain ongoing requirements traceability
Key Requirements
* Minimum 7 years' experience in a similar Business Analyst role
* Experience working in Agile environments
* Proficiency with Microsoft Azure DevOps
* Strong capability in requirements gathering and public-sector procurement processes
* Experience with COTS systems and/or low-code/no-code platforms
* Ability to produce BPMN process maps and high-quality documentation
* Excellent written and verbal communication skills
* Understanding of GDPR and regulatory compliance
* Strong stakeholder engagement and workshop facilitation skills.
