Salary: Appointment will be made on Clinical Nurse Manager 1 Grade (€56,642 - €66,705) at a point in line with Government pay policy.
Hours of work: Full-Time, 37.5 hours per week

Position Summary
The primary purpose of the Clinical Nurse Manager 1 is to develop, maintain, and evaluate an environment that supports the professional nurse in the provision of excellence in patient care. It is predominantly a clinical role with an educational focus. The Clinical Nurse Manager 1 will assist and when needed deputise for the CNM2 as required, and provide managerial supervision for their department when rostered.
Accountability
* In the absence of the CNM2 for bed management, staffing, clinical practice, standards quality and striving for safer better healthcare, and maintenance of budget.
Responsibilities
PATIENT ACCOMMODATION
* Assist the Clinical Nurse Manager 2, Clinical Nurse Manager 3 or Directorate Nurse Manager in the absence of the CNM 2 in the implementation of the bed management policy.
* Managing the utilization of patient accommodation in terms of placement of patients.
* Deciding how to organise and plan admission of patients and ensuring that such activities are carried out appropriately.
* Alerting the Clinical Nurse Manager 2 to any problems which the policies/practice or decisions of medical staff are causing in the implementation of the bed policy.
* Organise and plan patient care to pre-empt and avoid any issues that may delay safe and timely patient discharge.
WORK TO BE DONE AND WORKLOAD ESTIMATION
* On a day-to-day basis the CNM 1 will decide, in conjunction with the CNM 2, and allocate the work to be done by the staff nurses, student nurses and healthcare assistants.
* Ensure a systematic method for assessment of individual patient needs and proper documentation.
* Estimate workload based on patient nursing needs.
* Promote attainment of each patient's individual nursing care needs by allocating appropriately.
STAFFING AND MANPOWER PLANNING
* Prepare weekly duty rosters for each shift, considering holidays etc. and adjust as necessary.
* Advise the CNM 2 when staff levels fall below adequate for workload variations.
* Arrange staff meal breaks in consultation with registered nurses.
* Support and supervise nursing and support staff to the required standard.
* Monitor late attendance and absenteeism and report to the CNM 2 or the Divisional Nurse Manager.
* Assist with planning and allocating nursing teams with appropriate staff numbers, skill mix and experience.
PERSONNEL
* Promote high staff morale and team spirit.
* Ensure welfare and safety policies are adhered to.
* Receive visiting professionals and lay visitors in the CNM 2's absence.
* Contribute to ward orientation for new staff and ensure implementation/evaluation.
* Ensure staff practice within the nursing code of the profession.
* Report inappropriate behaviour or conduct and investigate complaints/incidents following hospital policy.
EDUCATION/STAFF DEVELOPMENT
* Assess training needs for nursing staff and healthcare assistants and contribute to development of training programmes.
* Identify teaching opportunities and plan with the CNM 2.
* Participate in planning, implementing and evaluating staff development programmes to support new clinical services.
* Provide induction and ongoing training for new staff; ensure policy familiarity.
* Act as a resource for advice, support and guidance for staff nurses.
CLINICAL NURSING PRACTICE
* Use a framework to assess patient needs and plan appropriate nursing care within policies and standards.
* Ensure accurate nursing reporting; liaise with ward staff and ensure transfer documentation is complete.
* Maintain clinical competence and participate in supervision and mentoring of staff.
* Order stores and supplies and ensure the department is adequately stocked.
STANDARDS AND QUALITY OF CARE
* Safeguard patient welfare and safety, promoting national standards for safer better healthcare.
* Monitor quality indicators, ward management and clinical standards.
* Ensure staff understand and adhere to required standards; participate in audits.
* Ensure safety of rooms/equipment and identify hazards; ensure HIQA hygiene standards are met.
BUDGETING
* Maintain stock level controls and report deficiencies.
* Encourage economical use of resources and assist in preparing rosters.
* Manage bank staff with regard to workload and budget constraints.
SELF DEVELOPMENT
The post holder is expected to:
* Maintain and develop knowledge through study and CPD; keep a personal development record.
* Participate in annual appraisal and discuss performance and development needs with the CNM 2/ CNM 3 / Directorate Nurse Manager.

Qualifications
Mandatory:
* Statutory Registration and eligibility as a nurse in the relevant division of NMBI.
* At least 3 years post-registration full-time experience (or equivalent) with at least 1 year in the specialty or related area.
* Clinical, managerial and administrative capacity to discharge the role.
* Evidence of Continuing Professional Development; maintain live annual registration with NMBI.
* Ability to comply with health, ethical and professional standards.
Desirable:
* Management course or previous management experience.
