Job Title Energy Efficiency Obligation Scheme (EEOS) Engineer Salary €74,701 pa (Other arrangements may apply if you are currently a serving civil or public servant) Tenure 5-year fixed term contract Work Location Dublin Closing Date Midnight, Sunday 4th January **** Role Profile We have an exciting opportunity in the Energy Savings Obligation Unit in the Public Sector and Regulatory Programmes Department.
The Public Sector and Regulatory Programmes Department develops, administers, and manages a range of energy efficiency and emissions reduction programmes, designed to deliver on national and European climate and energy targets.
The Energy Savings Obligation Unit is focused on supporting Ireland in the achievement of our binding energy savings target under Article 8 of the Energy Efficiency Directive.
The Unit consists of two teams.
the Energy Efficiency Obligation Scheme (EEOS), led by the EEOS Programme Manager.
This scheme places legal obligations on energy suppliers to deliver energy efficiency savings across both domestic and non-domestic sectors.
As the scheme administrator, SEAI is responsible for calculating targets, stakeholder engagement and validating and reporting on energy savings achieved.
the newly formed Article 8 Policy and Compliance programme, led by the Article 8 Programme Manager.
This programme is responsible for the framework of policy measures (current and planned) contributing towards the achievement of Ireland's Article 8 target.
The framework activities include devising calculation methodologies, monitoring of progress and compliance, investigating opportunities, supporting policy development and stakeholder engagement.
Within the Unit, both teams work very closely together, reflecting the policy, technical and operational linkages between the two programmes.
The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI's administration of the EEOS and wider Article 8 policy and compliance activities.
They will report to the EEOS Programme Manager; however, their role will also include responsibilities in relation to Article 8 Policy and Compliance.
Essential Requirements The successful candidate must be able to demonstrate: An honours degree (a minimum NFQ level 8 or greater) in a relevant technical discipline such as Engineering or Science, and minimum of 5 years directly relevant experience working in a similar role (post graduate studies may be included).
OR An ordinary degree (a minimum NFQ level 7 or greater) in a relevant technical discipline such as Engineering or Science, and minimum of 8 years directly relevant experience working in a similar role.
Experience with energy management systems, measurement and verification of energy efficiency savings and related analytical methods.
Experience working in a multi-disciplinary team and managing projects involving a diverse range of internal and external stakeholders, including managing external consultants.
A good understanding of energy efficiency opportunities in industry, commercial, transport and/or public sector.
Excellent communication (written and verbal) skills with an ability to communicate complex concepts to non-technical audiences.
Desirable Requirements A qualification in measurement and verification of energy savings.
Experience assessing energy saving opportunities across sectors.
Experience of working on energy efficiency obligation schemes.
A good understanding of the Energy Efficiency Directive, in particular Articles 8-10 and Annex V. Experience of policy development.
Advanced MS Excel skills.
A qualification in Project Management.
Experience or knowledge of delivering positive customer experiences.
Eligibility to Work The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
To qualify, candidates must hold a valid visa on the date of application and where applicable to support a candidate's application, candidates must submit a valid work permit/visa confirming permission to work in Ireland when requested.
Failure to submit the required evidence, and failure to hold a valid permit/visa during the period of the contract, will result in the application and/or contract of employment being rendered void.
