Background
Dublin City Council's City Co-ordination Office is setting up an Interim Project Management Unit to deliver priority initiatives for the rejuvenation of Dublin City Centre that were identified through the City Council's Corporate Plan, in its Urban Redevelopment Rejuvenation Framework ********* and in the Dublin City Taskforce Report and the Roadmap for Delivery.
The various projects range in type from social initiatives to the development of vacant sites and landbanks for residential, retail and mixed-use developments.
The initiatives will range in terms of scope and budget from complex capital residential development / infrastructure projects to social and community projects aimed at improving the city centre from a holistic perspective.
The City Co-ordination Office require a team of specialists with the necessary skill sets and experience to deliver these projects within the next 2 to 3 years.
This new team will report directly to the Executive Manager, City Coordination Office, Dublin City Council.
The formation of the Interim Project Management Unit is the initial phase of the governments multi-year strategy for rejuvenating the city centre.
The unit will be charged initially with the implementation of a number of key actions within the Taskforce Report, such as, but not limited to:
Develop and launch a new incentive scheme strategy for vacant retail units/properties.
Support the transformation of key vacant sites in/adjacent to the city centre.
Integrate urban tree planting and greening initiatives into the spatial plan for the core area.
Identifying strategic sites for transformation (residential, retail, etc.) and development and developing the programme of works.
The revitalisation of Dublin City Centre.
The Job
The
Senior Executive Architect (Temporary 2-years)
will require a full complement of project management technical skills, industry knowledge and expertise in delivering quality mixed-use schemes.
The Senior Executive Architect (Temporary 2-years) will work within a multi-disciplinary team tasked with the delivery of the Interim Project Management Units programme of work.
This team will work with both internal and external stakeholders.
The successful candidate will be required to work on all stages of the projects from inception to completion.
The successful candidate will assist in managing a number of projects and oversee their progress along the way in a timely and cost-effective manner and will be responsible for identifying and managing risks, monitoring performance, scheduling, budgeting, organisation, co-ordination, and implementation of the projects.
The work plan will be staged including:
the management of complex stakeholder relationships and the sign-off of defined project objectives to form an agreed project brief.
the establishment of an overall project budget including all consultancy fees, construction and any other related costs.
the production of a 'Master Project Schedule' and scheduled reports on scope, budget and timescale delivery against "Baseline" targets.
the procurement of design team services.
the supervision of the design and procurement process through to project construction and final handover.
The ideal candidate shall have:
Knowledge of public procurement legislation and processes;
Knowledge of project management and construction management processes;
Familiarity with project management software e.g. Microsoft Project is essential and knowledge of risk management software;
Excellent written and verbal communication skills;
Leadership and human resources management skills including competence in conflict and crisis management;
An ability to manage, lead, and motivate a team in a dynamic environment to tight timescales;
Demonstrable commitment to continuing professional development;
Commitment to promoting a safety and sustainability culture within the project team and across all project activities;
A strong outward looking perspective and possess an awareness of developments within the construction sector;
An ability to work within multi-disciplined teams as required and also to work independently on allocated projects;
The ability to manage financial resources within a budgetary control framework;
A good working knowledge of the Capital Works Management Framework and the Public Works Contracts;
Possess good IT skills.
Qualifications
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Candidates shall, on the latest date for receipt of applications:
(a) hold a professional qualification in Architecture, that is prescribed under the Building Control Act ****, or a qualification in Architecture that is equivalent to a qualification so prescribed in Section 14 of the Building Control Act **** and;
(b) be eligible for registration as an Architect under the Building Control Act **** without requiring further assessment.
Any appointment by the employing local authority will be subject to registration under the Act;
(c) have at least five years satisfactory relevant experience of architectural work;
(d) have experience in the design of buildings, the preparation of sketch plans, working drawings, details and specifications;
(e) have knowledge of the principals of Urban Design and planning policy and practice;
(f) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
Duties
The duties of the post include, but are not limited to, the following:
Act under the direction of the Programme Manager in the Interim Project Management Unit;
Oversee and review the preparation of detailed architectural drawings and specifications by third parties, ensuring accuracy and compliance with industry standards;
Manage multiple projects simultaneously, coordinating with teams to ensure timely delivery and adherence to budgets;
Work alongside stakeholders to develop and refine design concepts, providing technical expertise and insights;
Review project documentation and drawings for quality, consistency, and compliance with building codes and regulations;
Engage and procure third party building design specialists;
Preparation of cost and economic advice for client depts in the Council and external stakeholders where applicable;
Prepare documentation for submission to the Department of Housing, Local Government & Heritage;
Framework tendering and administration;
Act as part of a design team;
Tender action, evaluation and recommendation;
Administration of DCC public works contracts;
Contract administration generally including preparation of interim recommendations for payment and final accounts/cost reports;
Attend site meetings and attend on site for other duties;
Deal directly with contractors
The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed.
The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council.
