Lotus Care provides respite and residential services to persons with disabilities, intellectual and physical. As we grow, we are seeking a dynamic and experienced HR Manager who will play a key role in supporting our people and maintaining a culture of excellence, respect, and care. A member of the senior management team the HR Manager will lead and manage all aspects of the human resources function and will ensure our people policies and practices meet the highest standards of compliance, safeguarding, and care, while fostering a positive and supportive work culture.

Salary range: €70,000-€75,000 depending on experience.

Location: Head Office Birr/Hybrid

* Design and implement a Human Resources strategy with a focus on performance and talent management, workforce planning, training and development, succession planning, recruitment and selection in support of Lotus Care's objectives and values.
* Provide strategic HR direction to the CEO and Senior Management Team on employment law issues and best HR practice
* Act as a trusted and strategic adviser to the company, partnering with the Senior Management to improve organisation and operational performance by delivering key strategic HR plans and initiatives (workforce planning, talent acquisition and retention, and organisational structures).
* Analyse and report on HR metrics e.g. turnover, engagement scores, recruitment challenges, and workforce trends.

Recruitment & Talent Acquisition

* Lead end-to-end recruitment for all roles, ensuring all hires meet legal, regulatory, and company standards, including background checks and safeguarding procedures.
* Review current recruitment and selection processes, including document templates and job descriptions to develop and manage a fair and proactive recruitment and selection process.
* Implement robust recruitment practices including Garda Vetting, reference checks, and safeguarding compliance in line with Children First and HIQA requirements.
* Build a strong pipeline for recruitment through networking, partnerships with educational and other programmes, and employer branding initiatives.
* Ensure that the appropriate induction and onboarding processes for new staff are identified and implemented as appropriate

Talent Development

* Develop and implement performance management frameworks that align individual goals with organisational objectives.
* Support and train managers in conducting effective performance meetings and providing constructive feedback.
* Monitor and review performance appraisal processes, ensuring consistency, fairness, and compliance.
* Manage underperformance cases, including documentation, improvement plans, and support.
* Promote a culture of continuous feedback and development, encouraging regular one-to-one conversations and informal check-ins.

Employee Relations & Engagement

* Provide expert advice and support to managers and staff on HR policies, performance management, disciplinary processes, Trust in Care, Dignity at Work procedures, and grievance handling.
* Support conflict resolution and promote positive working relationships ensuring sensitive and confidential handling of all issues.
* Design and lead employee engagement initiatives such as surveys, feedback forums, and action planning to improve workplace engagement and culture.
* Develop recognition and reward programs that celebrate achievements, service milestones, and outstanding contribution.
* Facilitate employee communication strategies, including town halls, newsletters, and suggestion schemes to ensure transparency and inclusion.
* Collaborate with leadership to create initiatives that enhance diversity, equity, inclusion, and a positive workplace culture.

Training & Professional Development

* Coordinate mandatory and developmental training in areas such as safeguarding, manual handling, fire safety, and behavioural support.
* Maintain accurate training compliance records, CPD records for all staff and monitor expiry dates for certifications.
* Promote a culture of continuous professional development among for all staff in their roles and career development objectives.
* Organise regular team-building events and wellness programs to foster collaboration, morale, and employee well-being
* Compensation and Benefits
* Design salary structures, pay grades, benefits and incentive plans ensuring internal equity and external competitiveness.
* Conduct market benchmarking for both salary and benefits analysing industry data to ensure competitive remuneration packages and propose plans as appropriate.
* Work closely with payroll teams to ensure accurate salary processing

Workforce Planning & Retention

* Work with leadership to ensure appropriate staffing levels, rostering practices, and contingency planning.
* Work closely with Regional Managers, PIC's to ensure staffing levels meet the needs of service users.
* Develop robust succession planning and internal career progression pathways.
* HR Compliance & Policy
* Ensure compliance with Irish employment legislation, HIQA regulations, GDPR, and Children First (2017).
* Prepare for and support inspections and audits, including documentation and staffing records.
* Maintain accurate, confidential employee records, including training, vetting, and contracts.
* Review and update HR policies and employee handbook regularly to reflect legal and regulatory changes.
* Provide management and oversight of key policy areas including Grievance and Disciplinary, Trust in Care, Dignity at Work, etc.,

Requirements:

* Degree in Human Resources, Business, or a related field.
* CIPD membership (Chartered Institute of Personnel and Development).
* Minimum of 5 years' HR management experience, leading a HR team in the social care, health, or disability sector.
* Strong knowledge of Irish employment law and employee relations best practice
* Understanding of HIQA standards, Children First guidelines, and safeguarding in residential care.
