The Job
Dublin City Council's City Co-ordination Office is seeking an enthusiastic and strategic Communications and Marketing Manager to be at the forefront of driving positive change across Dublin city centre.
The Interim Project Management Unit has a clear mandate to drive improvements and enhancements to the City Centre by creating a sustainable, inclusive, dynamic, and community-focused destination for everyone.
The successful candidate will develop and execute communication and marketing strategies that prioritise meaningful engagement with diverse stakeholders, promote inclusivity, and showcase the opportunities that the City Centre of Dublin has to offer to work, do business, visit and live in.
The Communications & Marketing Manager (Temporary 2- years)
will play a pivotal role in driving the strategic marketing efforts and be part of a new exciting era for Dublin City Centre.
The ideal candidate shall have:
* Excellent written and verbal communication skills;
* A proven track record in managing campaigns and leading teams;
* Proficiency in digital marketing tools, including social media platforms and content management systems;
* Proven ability to engage with a range of stakeholders, including community groups, advocacy organisations, and government agencies;
* An ability to work within multi-disciplinary teams as required.
Qualifications

Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: -
(a) Hold a bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in Marketing, Communications, Public Relations or a related discipline relevant to the post;
(b) Minimum of 3 years management experience in marketing, communications or public relations;
(c) Demonstrated experience in developing and executing TTL campaigns, with extensive experience in creative development and media management across key media formats;
(d) Proven track record in managing marketing agencies, both creative and media.
Duties
The duties of the post include, but are not limited to, the following:
Strategic Communications
* Develop a comprehensive communications strategy that focuses on stakeholder engagement, societal inclusion, and accessibility to promote the city centre as a welcoming and vibrant hub for all people.
* Manage media relations by crafting press releases, coordinating interviews, and fostering relationships with local, regional, and community-focused media to amplify inclusive and accessible initiatives.
* Maintain a consistent, inclusive brand voice and visual identity that resonates with all community members and reflects accessibility standards across all communication platforms.
* Create a Dublin City digital platform where people can see what is happening across the city on a range of activities
Marketing and Promotion
* Design and implement multi-channel marketing campaigns (digital, print, social media, and in-person events) that prioritise a city for all with accessibility and engagement with diverse audiences and highlighting the offerings the city has.
* Promote initiatives such as accessible infrastructure, inclusive community programs, and sustainable urban development through targeted, culturally sensitive marketing efforts.
* Collaborate with local businesses, community organisations, and advocacy groups to create promotional partnerships that enhance inclusivity and accessibility in the city centre.
* Manage the allocated marketing budget to ensure optimum utilisation of the spend.
Stakeholder Engagement
* Build and maintain strong relationships with a wide range of stakeholders, including residents, community organisations, advocacy groups, local businesses, and Government agencies, to ensure all perspectives to help shape city centre initiatives.
* Facilitate stakeholder consultation processes, such as town halls, focus groups, and surveys, to gather input from communities.
* Develop strategies to sustain long-term stakeholder engagement, fostering trust and collaboration across all community segments.
Societal Inclusion and Accessibility
* Champion societal inclusion by creating campaigns and materials that celebrate diversity and promote equitable access to city centre resources, events, and opportunities.
* Ensure all communications and marketing materials are accessible, including multilingual content and age appropriate for everyone.
Community Engagement
* Organise inclusive community events, such as festivals, workshops, and markets, designed to engage diverse groups and foster a sense of belonging in the city centre.
* Develop outreach programs to connect with underrepresented communities, ensuring their voices are heard and integrated into city centre planning and promotion.
* Create feedback mechanisms (e.g., online surveys, community forums) to gather input from all community members, including those with disabilities or language barriers.
* Partner with local schools, cultural organisations and social groups to promote inclusive programs that strengthen community ties.
Digital and Social Media Management
* Create a new city centre online presence, ensuring all digital platforms (e.g., website, Instagram, X, Facebook, LinkedIn) are accessible and inclusive.
* Create high-quality, accessible digital content to promote sustainability, inclusivity, and community events.
* Monitor social media engagement and analytics to evaluate campaign performance and ensure outreach efforts effectively reach diverse communities.
Sustainability Advocacy
* Promote sustainable practices, such as sustainable transport, recycling and waste reduction, through campaigns that make sense and are deliverable by all community members.
* Highlight the intersection of sustainability and inclusivity, such as promoting equitable access to green spaces or sustainable resources.
* Collaborate with a range of organisations to align marketing efforts with the city's sustainability goals while ensuring accessibility in all initiatives.
Project Management and Reporting
* Develop and manage budgets for communications and marketing initiatives, prioritising resources to reach as many different audiences as possible.
* Work closely with the City Council's Marketing team and other City Stakeholders to align communications and marketing with project goals, particularly those related to tourism, education, retail, hospitality and communities.
* Prepare detailed reports and presentations for senior leadership and stakeholders to demonstrate the impact of promotional activities.
