Job Description: Senior Project Manager & Employer’s Representative (Capital Works Projects)
Location: Home based with Regional travel ( Current Projects in Cavan, Donegal, Monaghan, Tipperary, Leitrim, Roscommon)
Reporting to: Portfolio Director / Client Lead
Role Type: Client-Side / Employer’s Representative (ER)
Purpose of the Role
The Senior Project Manager/ER will act as the primary lead for a high-profile portfolio of capital development projects. You will be responsible for the delivery of civil and structural engineering works from inception through to final account. As the Employer’s Representative, you will exercise the powers and duties assigned to the ER under the Public Works Contracts (CWMF), ensuring rigorous contract administration, quality control, and stakeholder management.
2. Key Responsibilities

CWMF Leadership: Act as the formal Employer’s Representative for Public Works Contracts, managing all aspects of the PW-CF1 to PW-CF5 contract suite.
Valuations & Payments: Review and certify interim payments and evaluate the Final Account.
Claims Management: Critically assess and determine Contractor claims for "Extensions of Time" and "Compensation Events" (Delay/Disruption).
Budgetary Control: Monitor project contingencies and provide monthly financial reporting to the Client/Funding bodies.

Technical Project Delivery

Civil & Structural Oversight: Manage the technical delivery of diverse assets including a 90m span footbridge, a €30m sports campus, and extensive Public Realm upgrades.
Earthworks & Infrastructure: Oversee complex earthmoving operations, road construction, and utility diversions.
Quality Assurance: Ensure all works comply with the technical specifications, Building Regulations, and Design Team requirements.
Environmental & Planning: Ensure strict adherence to Planning Conditions and Environmental Impact Assessment (EIA) requirements, particularly near waterways (

Stakeholder & People Management

Inter-Agency Liaison: Act as the bridge between County Councils, the Design Team (Architects/Engineers), and external stakeholders.
Team Leadership: Manage multi-disciplinary project teams and external consultants to ensure milestone alignment.
H&S Leadership: Ensure the Project Supervisor Construction Stage (PSCS) is operating a safe site and that the Safety File is compiled accurately.

1. Large-Scale Multi-Disciplinary Sports Infrastructure (€30m)
This project type focuses on integrated recreational hubs. It involves a complex mix of specialized sports facilities (all-weather pitches and air-supported structures/domes) combined with heavy civil engineering, including road access, bridge construction, and massive earthmoving and drainage works.
2. Strategic Cross-Border Civil & Leisure Parkland (€20m)
This category covers large-scale landscape and structural engineering. The core focus is on creating community "hubs" and amenity buildings while managing high-stakes structural projects, such as a major 90m span footbridge, alongside flood mitigation (embankments) and environmental parkland development.
3. Linear Transport & Sustainable Connectivity Infrastructure
These projects involve active travel and greenway development. The primary challenge is managing "linear" construction over long distances, which requires expertise in land access, environmental protection, multi-surface paving, and long-range utility/drainage coordination for pedestrian and cycle networks.
4. Urban Regeneration & Public Realm Enhancement (€5m)
This project type focuses on town center revitalization. It involves upgrading "live" urban environments through high-end hard landscaping, streetscape remodeling, utility diversions, and infrastructure improvements designed to improve the aesthetic and functional quality of public spaces.
4. Candidate Profile & Requirements
Education & Professional Status

Degree: 3rd level qualification (Level 8 or higher) in Civil/Structural Engineering, Construction Management, or Architecture.
Professional Membership: Chartered Status (MIEI, MSCSI, RIBA, or equivalent) is highly desirable.

Experience & Skills

Experience: Minimum of 7 years in Project Management or Senior Construction Management roles.
Contract Knowledge: Expert-level understanding of the CWMF Public Works Contracts or similar bespoke international forms (FIDIC/NEC).
Technical Savvy: High proficiency in Project Management software, BIM 360, and Microsoft Office Suite.
Communication: Exceptional verbal and written skills for reporting to high-level government officials and public stakeholders.
