OverviewProcurement Contracts Manager (Infrastructure) — Turner & Townsend. The Contracts Manager (Technical Author) will provide comprehensive support across directorate teams to oversee and manage NEC scope, specification, information and requirements throughout the procurement process, from inception to contract award for NEC and suite of contract documents.The primary responsibility is to ensure the development and coordination of consistent NEC information documents across nominated NEC contracts, while identifying and eliminating duplication to reduce commercial delivery risks. The technical author team will support a standardised approach and alignment with EU Procurement Directives and Irish National Regulations and laws, across the business by maintaining oversight of nominated NEC and suite of contract documents and enhancing engagement with subject matter experts. The team pro-actively simplifies document collation and aids in transferring knowledge and skills to the wider team.
ResponsibilitiesDevelop and manage scope documents by leading the creation of unambiguous, specific, and concise business requirement documents for nominated NEC and suite of contract documents, ensuring alignment with NEC forms, EU Procurement Directives and Irish National Regulations and laws to reduce risk of disputes.Collaborate with subject matter experts to capture and incorporate specialist requirements into nominated NEC and suite of contract documents, ensuring clarity and relevance to the procurement package.Conduct reviews to align documents with commercial strategies, drive value for money (VfM), and perform read-across checks to eliminate discrepancies, duplications, and inconsistencies in contract documentation.Monitor and report progress to track and forecast document delivery, report on performance, escalate issues as necessary, and support continual improvement of document processes in line with company values and EU/Irish regulations.Provide post-contract support by maintaining and updating scope documents with stakeholder input, managing changes, conducting audits, and ensuring alignment with governance and good practices throughout the contract lifecycle (including negotiations and strategic change).Communicate timescales and progress to the Project Manager to ensure contractual time constraints are met or managed.Develop and administer training and development processes for procurement personnel with Learning & Development.Cooperate with colleagues on health and safety and follow safe working procedures.Act as a role model for vision and values, aligning with Ways of Working and supporting others to do the same.Protect confidentiality, integrity, and availability of corporate information and prevent unauthorised disclosure, modification, or destruction.
Experience, Skills And QualificationsExperience in procurement or delivery of Civils, Infrastructure, Railway Systems and other contracts and projects, articulating component parts of structures and systems and supporting services required to deliver an asset in a programme environment.Experience of procuring/delivering large value complex programmes or projects within a programme, in the Government or arm’s-length body environment using public funding.Experience of sponsor/stakeholder relationship management.Experience of managing aspects of NEC3 or NEC4 contracts and identifying the purpose of the Contract Conditions, Contract Data, Scope, Site Information and key features of the contracts.Experience in a matrix environment with high influencing and communication skills.
Qualifications & SkillsAbility to analyse contractual documentation and apply commercial thinking.Ability to compile tender and commercial documents.Ability to build effective collaborative relationships to understand requirements and ensure they can be discussed and met.Ability to tailor communication for different audiences and influence contract/option decisions.Problem solving and ability to implement efficiencies and improvements.Knowledge of procurement processes, legal framework and governance.Knowledge of EU Procurement Directives and Irish National Regulations and laws; knowledge of EU Regulation 2016 (S.I. 286/2016).Knowledge of contract management and administration, risk and value management, change management, and document management processes.Proficient in Microsoft Office; strong ability to write, document, and maintain technical standards, guidelines, and workflows.Strong attention to detail and accuracy.
Formal Education QualificationsBachelor’s degree (level 8) in engineering, construction or related subject matter or equivalent experience.Advanced Diploma in Public Procurement Law (King’s Inns) or equivalent is desirable.
Professional MembershipsProfessional qualification such as Engineers Ireland, Institute of Civil Engineers, Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS); membership of relevant institutes or Project Management bodies.
