My client is a new entrant to the Life Insurance market in 2026. They are looking to hire a PCF 1/8 to lead the company through authorisation and beyond. This is a unique opportunity to establish a greenfield Life Insurance operation. The Managing Director will be the primary driver responsible for leading the company through the critical regulatory authorisation phase with the Central Bank of Ireland (CBI),building the foundational infrastructure, building a team of professionals and successfully launching initial operations and product offerings. Responsibilities: Regulatory Authorization & Launch (Primary Focus):Accountable for the successful submission and navigation of the full authorization processwith the Central Bank of Ireland (CBI). This includes securing approval for the Business Plan, capital structure, key function holders, and demonstrating compliance with all relevant Irish and European Union regulations Strategic & Operational Build-Out:Define the long-term strategic vision while simultaneously overseeing the tactical build-out of all operational pillars: IT infrastructure, distribution channels, actuarial models, and governance frameworks from a zero base. Financial & Capital Management:Secure, manage, and deploy the initial capital to meet the CBI's solvency requirements (Minimum Capital Requirement and Solvency Capital Requirement). Design and implement the financial reporting and control structure. Risk, Governance, & Solvency II:Design, implement, and embed a robust Enterprise Risk Management (ERM) framework compliant with Solvency II principles. Ensure adequate internal control systems are in place from Day 1 to safeguard capital and meet regulatory expectations Required Qualifications & Experience Minimum of 15 years of progressive experience in the Financial Services or Insurance industry, with at least 7-10 years in a senior executive leadership role (CEO, COO, or key regulatory role) within an EU-regulated insurer. Mandatory Authorisation Experience (Non-Negotiable): Demonstrable track record of having successfully led an entity through a multi-year initial regulatory authorization/licensing process with the Central Bank of Ireland (CBI). Regulatory/Technical Expertise: Deep, hands-on working knowledge of the Solvency II framework, the Irish regulatory environment, and the CBI's Fitness and Probity standards. Leadership Track Record: Proven ability to thrive in a greenfield/start-up environment, managing both high-level strategic planning and detailed operational execution.
