IT Specialist Grade IV
Full Time, Permanent - 35 hour working week
Salary: The 12-point salary scale for the post as of 01/02/2026: €36,109, €38,241, €39,097, €41,260, €43,240, €44,973, €46,651, €48,914, €50,560, €52,235, €53,829, €55,463 LSIs. New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies.

Role Overview
Horizons is seeking an experienced IT professional to support and join a dynamic IT department. The successful applicant will provide first‑line technical support across a large number of sites in Cork city and county, maintain and update IT policies, procedures, and documentation to support compliance and best practice, and may travel to regional service locations when required.
Key Responsibilities

Provide first‑line technical support for desktops, laptops, mobile devices, printers, and peripherals.
Log, triage, and resolve IT support requests via the service desk, escalating where appropriate.
Support users with Microsoft technologies, including Windows 11 and Microsoft 365 (Outlook, Teams, OneDrive, SharePoint).
Assist with user account management (password resets, access requests).
Maintain, review, and update IT policies, procedures, and technical documentation.
Ensure IT processes align with internal standards, security requirements, and compliance obligations.
Support onboarding and offboarding of users.
Assist with basic troubleshooting of network and connectivity issues.
Contribute to continuous improvement of IT support and documentation.

Essential Skills, Qualifications & Experience

Eligible applicants will be those who, on the closing date for the competition, meet at least one of the following:
I Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.
II Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish, with at least Grade C on higher level papers in three subjects.
III Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.
IV Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework (QQI).

Note: Candidates must achieve these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme. The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

Age / Health / Character

Age: Age restriction shall only apply where the applicant is not classified as a new entrant. They must be under 65 years of age on the first day of the month in which the last date for receiving completed applications occurs.
Health: Candidates must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such that there is a reasonable prospect of providing regular and efficient service.
Character: Candidates must be of good character.

Other Requirements

Have prior experience in a Level 1 / Service Desk / IT Support role or a relevant IT qualification.
Hold a Full Clean Driver’s License and have access to own vehicle.
Hold an up‑to‑date valid work permission to be employed and reside in Ireland.
Have a working knowledge of Microsoft Windows and Microsoft 365.
Have strong troubleshooting and problem‑solving skills.
Have a strong ability to clearly document procedures and follow structured processes.
Have a good understanding of IT policies, security awareness, and best practices.
Hold excellent communication and customer service skills.
Have strong attention to detail and organisational skills.
