ContextWithin the PIC Project Team based in Hanoi (Vietnam), and under the Contract & Claims Director responsibility, the Claims Expert is in charge of claims and quantum assessments and Contract Administration of the various books of FIDIC as amended, and provides claims administration service and claims rebuttal / assessment / evaluation and recommendation advice to the Contract & Claims Director and to the Client as may be requested during the Contract(s) execution phase for various CPs. This position is based in Hanoi (Vietnam).
Missions/Main Duties
Contract and claims administration and coordination (investigating and preparing contractual letters etc.) through close collaboration with each contract package technical team.
Review and verification for correctness of proposed Project Change Requests, Variations, Claims, and quantum assessment; work with schedulers to assess EoT submissions; prepare evaluations; seek agreement and determinations as may be necessary.
Monitor and ensure a vigilant follow-up of all potential claims and recording in accordance with the timescales of the contracts; work with local contract administration specialist to ensure all dashboards and information are up to date and shareable with the client error free.
Organize meetings with each Contractor package, autonomously or as directed by the C&C or Project Director to fulfil the overall direction of the Employer or PIC Project Director.
Ensure compliance with the respective contracts, national and international standards and legislation.
Write reports, recommendations, evaluations and the full Excel quantum assessment of each claim submitted.
Provide cover for the C & C Director on leave.
Experience Required
Minimum 10 years of experience in consulting / project or mega project / EPC field, with a minimum of 5 years in Railway / Claims / Contracts experience on similar or larger projects.
Metro or Railway Project experience is essential.
International experience on difficult, fast-paced projects with high-volume workloads.
Very good Excel level – advanced user – quantum expertise in Excel for preparation and PIC assessment of cost claims in Excel format.
Experience in assessment of delay analysis of EOT claims vis-à-vis the Client with aid of the schedule team.
Maintain continuous records of delays and propose strategies to claim such delays; prepare robust rebuttals or fair assessments to delay notifications.
Manage delay analysis for all planning/time elements of counterclaims and ensure appropriate methods of delay and program analysis with use of schedule experts.
Provide forensic analysis and evaluation of relevant facts and records; PM external parties assigned to develop delay analyses, prepare claims defence, or respond to claims as directed.
Profile / Skills
Contractor or Consultant background.
BSc or BA or MSc in Quantity Surveying or Commercial Management.
MRICS (attained in Europe).
MCIARB (optional).
LLM or SQE 1 & 2 (a plus but not essential).
Western educated – preferably native English speaker or high business fluency for letter and report writing without errors.
