PE Global are delighted to be working with our client who are a Tier 1 Residential Developer headquartered in Cork, and we are now looking for a Construction and Development Engineer to join their expanding team. This is a full time permanent position.
The Construction and Development Engineer will support senior management in the technical planning, coordination, and delivery of development projects. The role requires a strong engineering and construction background, with responsibility for overseeing the technical progression of projects through planning, procurement, detailed design, construction, and final handover.
The successful candidate will play a key role in reviewing engineering and design solutions, coordinating multidisciplinary consultant teams, and ensuring buildable, cost-effective project delivery. The role involves close engagement with architects, engineers, contractors, and statutory authorities to ensure that projects are delivered on programme, within budget, and to the highest standards of safety, quality, and regulatory compliance.
This role would suit an engineer with project delivery experience who is interested in transitioning into the development side of the industry.

MAJOR DUTIES AND RESPONSIBILITIES
Project Planning & Delivery
Support senior leadership in progressing projects from site feasibility and technical due diligence through to project completion.
Undertake technical review of engineering and architectural designs, ensuring practicality, buildability, cost efficiency, and regulatory compliance.
Coordinate multidisciplinary design teams including architects, civil and structural engineers, building services engineers, planning consultants, and cost consultants.
Review and challenge engineering design proposals, infrastructure layouts, and construction methodologies.
Assist in the preparation and submission of planning applications, ensuring technical documentation aligns with planning strategy.
Manage design development through pre‑construction stages, ensuring coordination between disciplines and early resolution of technical issues.
Provide input on planning compliance at both pre‑ and post‑development stages, liaising with stakeholders to ensure adherence to planning conditions.
Monitor construction progress, engineering quality, and programme delivery during the build phase.
Ensure projects comply with applicable building regulations, certification requirements, and relevant technical standards.
Ensure compliance with Health & Safety legislation and associated project roles and responsibilities.
Oversee the completion and handover processes, including coordination with stakeholders, management of required documentation, and submission to relevant authorities for formal acceptance of completed works.
Stakeholder Management
Liaise with local authorities, utility providers, and statutory bodies regarding technical approvals and infrastructure requirements.
Coordinate engagement with design teams, contractors, and specialist consultants to support efficient technical decision‑making.
Assist legal advisors on technical matters relating to property, planning conditions, and development agreements.
Maintain strong working relationships with contractors, consultants, and project partners.
Prepare technical and project progress reports for senior management and relevant stakeholders.
Identify technical and construction risks at early project stages and implement mitigation strategies.
Ensure compliance with planning conditions, building regulations, environmental standards, and sustainability requirements.
Support implementation and monitoring of sustainability and ESG initiatives where applicable.
Carry out regular site inspections and technical reviews to ensure quality of construction and compliance with design intent.
Maintain effective project documentation, reporting systems, and progress monitoring processes.
Chair or participate in design coordination and site progress meetings.
Undertake any other duties reasonably required within the scope of the role.
SKILLS & EXPERIENCE REQUIRED
Qualification in Engineering (Civil, Structural, or Building Services), Construction Management, Quantity Surveying, or a related discipline.
8–12 years’ experience in engineering, project management, or development delivery within the construction or property sector.
Strong understanding of engineering design, infrastructure delivery, and construction methodologies.
Experience coordinating multidisciplinary consultant teams.
Good working knowledge of planning processes, building regulations, and certification compliance frameworks.
Strong commercial awareness and cost management capability.
Experience across design, procurement, and construction stages of projects.
Excellent communication, organisational, and problem‑solving skills.
