The Church of Ireland Youth Department (CIYD) is directed by the Church of Ireland General Synod and is responsible for the development and coordination of Church of Ireland youth ministry.
Role Overview
CIYD seeks to fulfil this role in the following ways:
* Equipping the Church in Christian youth ministry and youth work practice.
* Empowering the Church of Ireland as a denomination regarding youth work issues and concerns.
* Engaging with Volunteers, Youth Workers (both Diocesan and Parish) and Church Leaders in terms of their youth ministry provision and needs.
* Understanding our context through research, development and publication on youth ministry practice.
* Influencing youth policy development and networks.
* Governance and management in a manner that is efficient and accountable.
* Communication that is regular and appropriate to the needs of the Church of Ireland.

Employment Details
Employed by: The Representative Body of the Church of Ireland on behalf of the Church of Ireland Youth Department.
Responsible to: The Church of Ireland Youth Department Executive. Line Manager: Head of Finance, Representative Church Body
Contractual Base: Church House, Church Avenue, Rathmines, Dublin.
Hours of work: 21 hours per week.
Probationary period: 6 months (subject to extension for up to a further 6 months).
Length of contract: Permanent contract following probationary period.
Salary: The salary range for this position will be €30,000-€33,000 depending on qualification and experience.
Pension: Pension arrangements for this post include an employer's contribution of 12% (subject to an employee contribution of 5%) of gross salary to Representative Church Body defined contribution pension scheme.
Travel: Essential vouched travel will be approved at the RCB staff rates.
Holidays: 12 days per annum plus statutory days (currently 10 days – New Years, St Patrick's, Easter Monday, May Bank Holiday, June Bank Holiday, August Bank Holiday, October Bank Holiday, Christmas Day, St Stephen's Day). RCB staff privilege day Good Friday.
Job Purpose
The job will encompass full responsibility for the finance function of the Church of Ireland Youth Department (CIYD). The individual will have a pivotal role in the preparation of budgets, monthly management accounts, grant applications and compliance and managing the day-to-day financial operations. To ensure that CIYD is in full compliance with relevant legislation in Northern Ireland and the Republic of Ireland, external funders and procurement.
Job Duties and Responsibilities
* Report to CIYD management on a regular basis on all financial matters.
* Preparation of annual budget for review and approval for agreed deadlines.
* Key role in the production of management accounts including P&Ls, Balance Sheet, forecasts and cash flow, supported by detailed schedules including variance analysis and reports of actual versus budgeted and forecasted performances. Issue of reports to relevant CIYD personnel and committees.
* Key role in liaising with Church House with the preparation of year-end financial statements for external audit and presentation of year-end financial statements to Central Board for approval.
* Key role in the development, implementation and ongoing operational review of policies and procedures thus ensuring a strong internal control environment to facilitate the presentation of accurate financial data.
* Key involvement with internal and external statutory audit processes including the completion of internal reviews and resolution of any internal control recommendations by auditors.
* Monitor operational and financial activities to ensure full adherence to policies and procedures including any legislative requirements and bring any concerns to the attention of relevant officers.
* Responsibility for preparation of all funding applications and reporting requirements.
* Management of procurement processes for goods and services.
* Management including monitoring of funding support offered by CIYD to individuals, dioceses and organisations e.g. Youth Ministry Fund and Devolved Funding.
* Key role in liaising with Church House Finance Department in the communication of all changes/updates to staff payroll and pension information.
* Responsible for the oversight of the coding of all payments to suppliers for goods and services and staff expenses. Ensuring compliance of all payments with revenue guidelines and submitting same to Finance Department in Church House for payment.
* Working closely with Finance Department in Church House to ensure compliance with all financial matters.
* Responsible for completion, review and approval of necessary reconciliations.
* Management of filing to ensure compliance with funding bodies.
* Attendance at CIYD management meetings as required.
* To undertake any other duties as directed by the CIYD Management.
Essential Criteria
* A professional financial qualification or relevant 3rd level qualification.
* At least 7 years experience in a financial role with a number of years financial management experience.
* An ability to work with and maintain the ethos of the Church of Ireland.
* An ability to continue the development of CIYD's finance function and needs.
* Flexibility and the willingness to work outside of normal office hours on occasion.
* Effective inter-personal and communication skills.
* The ability to work on known initiative.
* Competence in working with I.T. equipment and administrative and organisational tasks in particular proficiency in working with computer software packages with specific reference to MS Word and Excel.
* An understanding of the financial needs of voluntary bodies and experience of working within such a body.
* A willingness to engage with you to this issue to provide support in financial matters.

* Experience of working within a voluntary body and with volunteers.
* An understanding of the structures of the Church of Ireland and commitment to the vision, aims and objectives of CIYD.
