Our client, the Competition and Consumer Protection Commission (CCPC), is seeking a Head of Finance at the Professional Accountant Grade.
Division Overview: The Finance Unit is part of the Corporate Services Division (CSD) of the CCPC.
It plays a vital role in supporting the wider functions of the CCPC by providing strategic and operational financial support and advice across all divisions.
Responsibilities include managing budgets, payments, accounting, audits, insurance, levy collection, EU grant funding, licensing, and more.
The Role: The Head of Finance will work closely with the Commission and divisions to oversee budgets, ensure accurate forecasting, and maintain robust financial processes.
The role involves providing expert financial advice, building relationships internally and externally, and contributing to the strategic direction of the division.
Candidate Profile: The successful candidate will support budget oversight, financial reporting, governance, and internal controls, demonstrating a strong understanding of financial management, audit, and governance, along with excellent analytical and communication skills.

Key Responsibilities: Lead and manage the Finance Unit, fostering team development and results focus.
Coordinate with the Department of Enterprise, Trade & Employment on budget processes.
Maintain financial accounts per relevant standards and regulations.
Engage with payroll, procurement, and internal audit functions.
Manage outsourced financial services and systems.
Prepare financial reports for the Commission and Audit & Risk Committee.
Audit operational procedures and systems regularly.
Oversee banking arrangements and compliance with payment laws.
Manage insurance and audits, including C&AG and internal audits.
Handle levy calculations, payments, and appeals.
Support EU funding compliance.
Oversee functions related to Credit Intermediaries and Pawnbrokers.
Manage travel policies and expenses.
Maintain the Fixed Asset Register.
Contribute to strategic projects, including levy reviews and compliance initiatives.
Essential Skills: Full membership of an IAASA-supervised accountancy body.
At least 4 years of relevant post-qualification experience.
Minimum 3 years of team management experience.
Knowledge of accrual accounting.
Excellent communication and relationship management skills.
Ability to produce high-quality reports and work under pressure.
Proficiency in IT, including financial management systems, Word, and Excel.
Desirable Skills: Experience with audits and EU funding verification.
Knowledge of public sector finance and automation projects.
Experience with SAGE and project management.
