Director of Finance, Legal and Corporate Affairs

Brightwater Executive has been retained exclusively by the Health Products Regulatory Authority (HPRA) to recruit a Director of Finance, Legal and Corporate Affairs.


About the Role

The Health Products Regulatory Authority (HPRA) is an independent regulator responsible for medicines, medical devices and healthcare products in Ireland. The agency plays a crucial role in public and animal health protection.

As a key player in the regulatory sphere, it contributes to better health outcomes and supports the relevant industry and life sciences sectors in Ireland and Europe.


Key Responsibilities

1. Ensure that financial, legal and corporate activities meet agreed standards and that the organisation is compliant with its legal and financial obligations.
2. Lead the development of the organisation's financial strategy, planning and performance.
3. Manage financial risk, forecasting, procurement policy and cost control mechanisms to ensure long-term financial sustainability and regulatory compliance.
4. Oversee the HPRA's funding structure to ensure sufficient revenue from its services to fund current and capital expenditure requirements.
5. Lead and manage the Legal section to provide timely and accurate legal advice to the leadership team and across the HPRA.
6. Contribute to the drafting and implementation of new legislation, working with stakeholders to ensure regulatory alignment and clarity.
7. Develop and maintain strong working relationships with the Department of Health and other relevant bodies and stakeholders.
8. Drive quality improvement by reviewing processes and making them more efficient, smarter and informed by experience.
9. Promote a culture of excellence where ongoing professional development is valued and supported across all sections.


Requirements

1. A relevant professional accounting qualification with a minimum of 8 years post-qualification experience as a Qualified Accountant.
2. Minimum of 5 years Senior Leadership/Management experience in a similar role, with a track record of delivering on business/regulatory objectives and advising on the impact of financial and legal issues facing the organisation.
3. In-depth knowledge of public sector financial management policies and guidelines.
4. Experience managing legal, statutory and regulatory compliance obligations of an organisation.
5. Demonstrated ability to work successfully with senior stakeholders, representing an organisational or policy position and negotiating effectively.
6. Significant experience leading and motivating large, high-performing multi-disciplinary teams, enhancing a best-practice culture.
7. Excellent problem-solving ability, evaluation of risk, adaptability and generation of effective solutions to strategic and operational challenges.
8. Ability to connect with leadership teams, influence decisions and drive results.
9. Adept at strategy development and implementation, with experience executing change management programmes to completion.
