The organisation is the national body responsible for delivering affordable housing. It provides homes on land owned or acquired by the State, and also works with private homebuilders. The organisation's mission is to increase the availability of affordable housing on public and other lands in a financially responsible way, while fostering vibrant communities and generating lasting social benefits. Their current target is to deliver 4,000 homes per year over the coming years. These projects and homes comprise developments relating to low-mid density housing, high-density mixed-use schemes and adaptive reuse of existing and heritage/protected buildings in city centre and suburban locations throughout all of Ireland.
Your new role
This is a unique opportunity for a commercially astute and technically proficient Quantity Surveyor or Cost Manager to join the organisation's Cost Management Team. You will play a pivotal role in shaping one of the most ambitious development pipelines in the history of the State.

Key Responsibilities
* Conduct site visits to support the preparation of Order of Magnitude Cost Estimates and Development Budgets for early-stage viability assessments.
* Perform detailed viability and cost modelling analyses to inform strategic decision-making.
* Lead the procurement process for project design teams and construction delivery partners.
* Build and maintain strong working relationships with external consultants through effective collaboration and communication.
* Actively contribute to design team workshops, providing expert advice on cost, value management, procurement strategies, contract structures, and affordability.
* Manage development budgets and monitor post-contract expenditure to ensure financial control.
* Review and assess cost reports and documentation prepared by external quantity surveying consultants.
* Support Development Managers and Construction Managers in the day-to-day management of projects.
* Participate in negotiations with contractors, developers, and consultants as required.
* Maintain and enhance internal cost databases for construction and development benchmarks.
* Ensure robustness of development budgets and gateway approval submissions.
* Contribute to the continuous improvement of the organisation's cost management documentation, processes, and systems.
* Assist in the analysis of financial claims and appraisal of soft development and construction costs.
What you'll need to succeed
* Demonstrated relevant experience (typically 2-8 years) within a contractor, PQS consultancy, or development organisation.
* Experience in residential development is advantageous but not essential.
* A proactive self-starter with the ability to take ownership of responsibilities and deliver high-quality outcomes.
* Strong analytical and problem-solving capabilities.
* Excellent interpersonal, presentation, and verbal communication skills.
* Collaborative team player with the ability to work independently and effectively across internal and external teams.
* Proficient in Microsoft Office Suite, with advanced skills in MS Excel.
* Hold a degree (or higher qualification) in Quantity Surveying.
* Chartered status or actively working towards chartership is preferred.
