Due to continued growth, we are seeking to recruit an experienced HR Manager. The HR Manger will be responsible for managing the full HR function of Foscadh Óg. Reporting to the Director of Services & Operations, this key role will encompass communicating with key stakeholders across the business on all aspects of HR. This is a new role in the fast-growing organisation.
Key responsibilities:
Recruitment
* Lead and manage all recruitment activities in line with Tusla requirements, the organisation's Recruitment Policy, Children First legislation, and safer recruitment standards.
* Develop, review, and approve job descriptions to ensure clarity of role, accountability, and regulatory compliance.
* Advertise vacancies, shortlist candidates, participate in interviews, and oversee fair, transparent, and documented selection processes.
* Act as the organisation's Authorised Garda Vetting Affiliate, holding full responsibility for the management, assessment, and oversight of Garda Vetting applications, disclosures, and clearance decisions.
* Delegate recruitment administration and onboarding coordination to the HR Officer, while retaining oversight and accountability for compliance.
Auditing and compliance
* Hold overarching responsibility for the establishment, maintenance, and ongoing compliance of all staff files from recruitment through employment.
* Oversee the HR Officer in compiling and maintaining staff files in line with Tusla regulatory expectations.
* Lead scheduled and unannounced audits of staff files, HR processes, training compliance, and Garda Vetting records.
Data Protection
* Act as Data Protection Officer (DPO) for the organisation.
* Ensure all employee, HR, and Garda Vetting records are processed, stored, and accessed lawfully and securely in compliance with GDPR and data protection legislation.
Workforce planning and staff development
* Lead workforce planning to ensure staffing levels, skill mix, and competencies meet service delivery and regulatory requirements.
* Develop, maintain, and review the organisational Training Matrix, ensuring it captures:
* Mandatory training requirements
* Role-specific and specialist training
* Refresher and re-certification timelines
* Garda Vetting status and renewal requirements
Employee relations & Employee engagement
* Provide expert HR advice to Centre Managers and Senior Management on disciplinary, grievance, capability, and performance management matters.
* Promote a workplace culture based on professionalism, respect, accountability, and transparency.
* Support staff wellbeing initiatives, staff forums, and engagement activities.
HR reporting & Governance
Provide weekly operational updates to Senior Management covering:
* Recruitment activity, vacancies, and recruitment pipelines
* Garda Vetting applications, clearances, and renewals
* Onboarding progress and probationary reviews
* Training compliance, gaps, and upcoming renewals
* Staff turnover, retention, absences, and engagement indicators
Criteria required for the post:
* Third-level qualification in Human Resources, Employment Law, or a related field
* A minimum of 3 years' experience in a HR role, including recruitment and compliance
* Working knowledge of GDPR and willingness to undertake training to fulfil the Data Protection Officer role
* Excellent organisational skills with the ability to manage competing priorities
* Strong understanding of Irish employment law and HR best practice
* Excellent interpersonal and communication skills
* Proficient in Microsoft Office and HRIS platforms
* Full clean driving licence and flexibility to travel nationwide
