Our next major milestone is obtaining Electronic Money Institution authorisation.We are looking for a Head of Compliance who can lead this EMI licence application from start to finish and take full ownership of day to day compliance operations. This is a hands on leadership role, not an advisory position. You will be expected to execute, operate, and engage directly with regulators.The ideal candidate has previously held the PCF 12 role in Ireland, has direct experience with EMI or Payment Institution licence applications, and has run compliance operations in a live payments or e money environment. You will own the compliance function and act as the primary regulatory contact with the Central Bank of Ireland.Key ResponsibilitiesEMI Licence Application• Lead the EMI licence application end to end, including the business plan, policies, governance framework, and responses to Central Bank queries• Act as the primary point of contact for all Central Bank communications during the application process• Prepare the firm for regulatory interviews, assessments, and pre authorisation conditionsRegulatory Leadership• Act as PCF 12 under the Fitness and Probity regime• Ensure ongoing compliance with MiCA, PSD2 and PSD3, EMD2, AML and CFT requirements, DORA, and data protection obligations• Monitor regulatory developments and proactively adapt the compliance framework to meet evolving expectationsDay to Day Compliance Operations• Run the compliance monitoring programme, including testing, thematic reviews, and risk assessments• Oversee safeguarding arrangements, reconciliations, and client fund segregation controls• Manage transaction monitoring, suspicious transaction reporting, and internal escalations• Review and approve new products, payment flows, and partner integrations• Handle regulatory reporting, breach notifications, and supervisory correspondence• Oversee outsourcing arrangements and complaints handlingLeadership and Governance• Own and continuously enhance the compliance framework, policies, and internal controls• Deliver regular compliance reporting to the Board and senior management• Provide compliance training across the organisation and embed a strong compliance cultureRequirementsEssential Experience• Proven compliance experience within a bank, EMI, or Payment Institution• Prior experience acting as PCF 12 or in an equivalent senior compliance role in Ireland• Direct, hands on experience leading or materially contributing to an EMI or PI licence application• Experience running compliance operations in a regulated payments or e money environment• Strong familiarity with Central Bank of Ireland supervisory expectations and regulatory engagementEssential Knowledge• Deep understanding of PSD2, EMD2, and the evolving PSD3 and PSR framework• Strong knowledge of safeguarding, client fund segregation, and reconciliation requirements• Expertise in AML and CFT frameworks, including transaction monitoring• Solid understanding of DORA and operational resilience obligationsDesirable• Experience in cross border payments, SEPA, or correspondent banking• Crypto asset compliance and MiCA experience• Professional certifications such as CAMS, LCOI, ICA, or equivalentWhat We Offer• A highly competitive salary for the right candidate• Health insurance and pension contribution• Flexible and remote working arrangements• A strong compliance culture with genuine Board level support• The opportunity to lead a major regulatory licence application and build a best in class compliance functionThis role is ideal for a compliance leader who combines regulatory licensing expertise with real operational experience.
