Purpose of the RoleThe post holder is an integral part of the Operations Management Team and deputise for the Head ofFacilities as required for all or any of the listed duties relating to Engineering. Will provide leadership,management, technical expertise and guidance for the safe and effective use, operation, maintenance anddevelopment of the BlackRock Health Hermitage Clinic (BHHC) Technical Service.This demands a highly dedicated, professional and proficient level of leadership, management and commitmentfrom all members of the Operations Team and external vendor support, to deliver necessary services to provideand maintain a world class environment to meet the BHHC objectives and provide a suitable and acceptableenvironment for the provision of Engineering services.Key ResponsibilitiesThis post brings together all aspects required for the safe, effective and efficient operation of BHHC TechnicalServices and will collaborate and work in a collegiate manner with Group and other Hospitals within the groupstructure. The postholder will ensure that the best possible environment and Technical Support Service isprovided 24 hours a day to the BBHC available resources for the benefit of Patients, visitors and staff acrossthe BHHC Hospital Technical. The postholder will take responsibility for the efficient management andcontinual improvement of these functions as well as contributing to corporate decisions on major operationaland strategic issues.The postholder will work as a member of the Operations Management Team and report to the Head ofFacilities to provide leadership and management of the BHHC's 'Built Environment' for all areas covered bythis job description and in particular however not restricted too;Building Fabric MaintenanceMechanical and Electrical Engineering Services MaintenanceFacilities Technical ServicesFire SafetyEnergy and Utilities Management/Environmental SustainabilityWater SafetyEmergency ProceduresOperation of the Heat and Power Plant and integrated Energy Centre.Operation and Maintenance of BMS and SCADA systemsRefurbishment and Capital Development WorksReduction in Backlog Maintenance, through effective management of CAFAM system (PEMAC)Financial Management relating to Tech ServicesEnsure and take full responsibility for Statutory and Corporate Governance relating to the HospitalTake the lead and manage the annual condition surveyPrepare and lead on all documentation and elements related to the JCI survey/audit (every 3 years)The post holder will ensure their contribution is positive and beneficial in helping the Operations and otherdepartments within the Hospital to fulfil the BHHC overall objectivesBuilding and Engineering Maintenance and Refurbishment ServicesApply systematic management to ensure that the BHHC Technical Engineering Services under your control or in which it has interest and all its associated users are provided with a cost effective,technically sound and reliable service from the Technical Service.Responsible for the management of directly employed professional engineers, administration and multi-trade personnel, plus additional sub-contract labour, that undertake a wide variety of building and engineering services maintenance and installation works across the Facility.Develop and implement a maintenance strategy for the Facility to ensure that the Hospital comply with all Statutory and Mandatory & JCI requirements and to ensure the availability of all 'business critical' services, plant and equipment etc. Implement an appropriate maintenance strategy for all other assets that require maintenance.To ensure that the BHHC Risk Management Policies are applied within the Operational Maintenance Management Team, including maintaining a detailed Risk Register for the Technical Service.To ensure that the principles of 'Root Cause Analysis' are understood and applied throughout the team when attending to maintenance and repair tasks with the aim of implementing a Reliability Centred Maintenance strategy for the Hospital.Effectively manage any external Facility Management contracts of the Hospital to ensure service delivery and affordability targets are met.Maximise efficiency, cost effectiveness, and developing the provision of service excellence to both internal and external clients and review against the relevant service level agreements and external benchmarks and key performance indicators.Attends and initiates meetings with clients to agree programmes of work, give advice on design and maintenance matters, and resolve contractual difficulties. Attends meetings with Hospital managers, representatives of organisations who occupy the BHHC Facility.Ensure that as and when maintenance and refurbishment work is carried out within areas occupied by non-Hospital services it is implemented in accordance with any Service Level Agreements (SLA) and/or agreed working practices. Ensure that the Hospital is reimbursed in accordance with the SLA or lease agreement.Responsible for the preparation of regular reports, including facts and recommendations to Senior Management on plant condition and status, energy efficiency, emergency situations, service failures, labour force performance, progress on specific schemes, financial matters and any other items/subjects as might be required.Responsible for the investigation, preparation and presentation of detailed reports on a wide range of technical, management and operational issues including confidential reports on aspects that may be considered 'commercially sensitive'.Carry our regular reviews of the Facility Condition Appraisal and formulate an Annual Technical Maintenance Programme and budget costs to improve the overall condition and performance of the Facility. Develop a medium term (5-10 year) Technical Maintenance Programme and in conjunction with the Technical Strategy work through the programme to reduce the Hospital backlog maintenance.Respond to managers within the Hospital, occupiers and other clients and Ensure compliance with the Hospital's Complaints policy. Meeting Customer RequirementsWork closely with heads of Depts and functional teams and other service leads to provide a service which meets and exceeds their needs.To hold regular Technical Maintenance User Group meetings with all interested parties to ensure that service delivery meets user expectation.Define and lead change programmes within the Technical Maintenance Team and its supply chain (suppliers, Contractors etc.) to ensure the service meets it objectives and offers continuous improvement.Develop a fully integrated Technical Maintenance management and operations function which delivers best value in terms of customer/patient service and value for money.Develop effective working relationships with Technical colleagues in order to meet Patient and staff expectation and that of the Hospital Senior Management Team.Liaise closely with the infection control team relating to all system maintenance and development works to ensure full compliance with infection control policies, standards and guidelines. FinanceResponsible for the management, and control of the Annual Technical Services Maintenance budget. Ensuring it is effectively committed and not exceeded against the agreed Annual Maintenance Programme.Support Capital and Project Works as required.Responsible for ensuring that the department adheres to the Hospital's Standing Financial Instructions at all times.Monitors all in house and contracted works and services for best value using benchmarking methods and key performance indicators for similar organisations.Certifies invoices for a variety of works and service carried out by, and for, the Technical Service, including contract administration to final account.Provide cost estimates for all maintenance, refurbishment and project works as appropriate.Staff ManagementProvide leadership, vision, guidance and drive to staff working in the BHHC Maintenance team ensuring the development of individuals in accordance with the Hospital's Individual Performance and Development process to meet requirements of both the individual and organisation. Promote the same principles to associated agency staff and contractors etc.Prepares and manages the departments overall annual training plan and conducts staff appraisals.To review and develop the team's working patterns and practices to meet the challenges from Best Value/Value for Money, new legislation, client's expectations etc.Develop and implement a strategy for 'Succession Planning' to ensure that the department can still function safely and effectively as and when staff are not available or leave the Hospital's employmentEnsure staff adherence to discipline and Health and Safety standards.Undertakes disciplinary investigations and presents reports relating to sickness absence etc. as necessary and attend hearings and industrial tribunals as required.Statutory requirements and Corporate GovernanceIn conjunction with the Corporate Governance Controls, develop, implement and maintain all Facilities related policies, procedures, safe systems of work etc. Review at regular intervals to ensure compliance with current legislation etc. Supports on the implementation of procedures relating to Health and Safety issues as they affect the department, including carrying out risk assessments or assessing those carried out by others. Ensures that all work is undertaken in accordance with the Hospital's policies, Health and Safety legislation and best practice Ensure that satisfactory arrangements are in place the Hospital's buildings, plant, equipment and services are maintained and operated in compliance with relevant Legislation, Approved Codes of Practice. Responsible for the implementation of 'Safe Systems of Work' and 'Permit to Work '. Ensure that works are carried out in accordance with the Hospital's Control Policies. Undertakes approved training opportunities/professional seminars, including those required to achieve 'authorised person' status across a range of engineering services. Demonstrates a commitment to continuous development to maximise potential. Maintains a sound working knowledge of all relevant legislation, keeps abreast of new technical developments to ensure the efficient and effective delivery of the section'sCapital ProjectsWork closely with the Project Manager to ensure Capital schemes are delivered on time and within budget.Provide professional engineering advice, technical support and information to the Teams Project Managers. Ensure standardisation of equipment and parts wherever possible in regard to their compatibility with existing services and equipment.Manage delegated Capital Projects and Backlog Maintenance Works. Provide full project management, contract administration, programming, client liaison and contract supervision to final account.Actively participate in formal 'Post Contract Appraisals' and utilise information to improve development and delivery of future projects.Record KeepingMaintain accurate detailed records of all maintenance activities throughout the team i.e. labour bookings, 'Indirect time' bookings, maintenance activities etc. to enable accurate performance monitoring and reviews of all Facilities Maintenance Departments operations. TrainingTo participate in on-going training and personal development programmes as identified at Individual Performance Reviews and to meet service needs. The post holder will be expected to implement skills and knowledge acquired on training courses and pass on to colleagues accordingly. On Call ServiceDevelop and lead the 'on call service including participation in the Technical Services arrangements (rota) for providing an 'on call' service to the Hospital for Facility related issues. Including the provision of technical support to fellow staff for the provision of continuous (24 hours per day, 7 days per week) building and engineering maintenance service to the Facility.Educational RequirementsEngineering degree, relevant professional qualification or equivalentEssential5+ years post qualification experience in a complex environmentPrevious experience working in a hospital environment desirable3+ years' experience operating at senior management level
