The Head of Finance Shared Services will report directly to the CEO of the NSSO. Subject to the overall direction and accountability of the CEO, the Head of Finance Shared Services will be expected to provide effective leadership and management of a large-scale and complex programme of work, with a focus on achieving value for money, transformation, and innovation of client-facing financial shared services.Main Duties of the jobThe Head of Finance Shared Services will ensure the programme of work, especially the Financial Management Shared Service (FMSS) project, is delivered with high standards of governance and oversight, including an appropriate risk, compliance, and benefit framework. They will lead, manage, and deliver the operations of the Finance Shared Services. The Head of Financial Shared Services will report as part of the FMSS project to the Department of Public Expenditure, NDP Delivery and Reform, and other Government Departments and public bodies as appropriate.The ideal candidate will have:Significant operational management experience at a strategic level in a large-scale, complex Shared Services environment, with proven ability to lead, manage, and motivate a results-oriented team to deliver high performance;A professional accounting qualification and/or experience delivering large-scale public sector programmes with substantial budgets;In-depth knowledge and experience in managing accounting and statutory compliance, with demonstrable experience operating within a strong governance environment;Extensive process design experience in finance and a deep understanding of accounting principles and their application;Proven ability to lead and manage transformation programmes, with a track record of influencing and championing change;Significant programme management experience with a proven record of delivering projects within budget.Information about the OrganisationThe National Shared Services Office (NSSO) provides human resources, pensions, payroll, finance, and accounting administration services to the civil service.The NSSO's functions include customer service support and operations that implement the Government’s policies on human resources, pensions, payroll, and accounting on behalf of Government Departments and Offices.
