Offer description

Background The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 - National Treatment Purchase Fund (Establishment) Order, **** and the Nursing Homes Support Scheme Act *****).

Its key functions are:

Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
Collecting, collating and validating information on persons waiting for public hospital treatment.
Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
Furnishing advice to the Minister for Health on related issues.
Performing any other function assigned by the Minister for Health, since July **** this includes responsibility for the publication of outpatient waiting lists.
In carrying out its functions, the NTPF works closely with the Department of Health, the HSE, acute public hospitals and private nursing homes across the health system.

The Department The ICT Team supports the collection, collation and reporting of hospital waiting list numbers.
It ensures the availability, security and confidentiality of the ICT systems.
It also develops applications and systems to support NTPF work.

The Role The Project Lead role reports directly to a Senior ICT Project Manager.
The role entails the management and coordination of various projects within the Information & Communications Technology (ICT) department within NTPF.

Primary responsibilities include:

Lead the Data Completeness & Data Quality (DCDQ) programme and manage any sub projects from DCDQ which improve the quality of the data received by NTPF.
Develop and maintain reports and dashboards to facilitate the analysis and monitoring of data quality in the national waiting list data.
Collaborate and engage with project stakeholders, external agencies and relevant health service agencies as necessary.
Ensure the weekly and monthly waiting list processing is carried out successfully.Work with stakeholders to ensure clear documentation is created for any initiatives undertaken.
Provide expert advice to stakeholders in public hospitals, HSE and the Department of Health on Waiting List Management and Waiting List Data Quality.
Liaising with hospital ICT teams and testing any changes within hospitals to the weekly extract data.
Provide input into the overall test approach and document test data for system testing, including liaison with the development team on the deployment of computer systems.
Develop and provide structured training material for end users and be capable of delivering group and/or one on one training modules Lead and manage projects as assigned by the Senior Projects Manager.
Create projects plans based on project details in project management software.
Participate in the on-going development and enhancement of NTPF ICT Systems.
Work closely with the Senior ICT Project Manager to ensure General Data Protection Regulation (GDPR) is adhered to Carry out any other relevant duties which may be assigned from time to time by the National Treatment Purchase Fund.
Note: The functions and responsibilities assigned to this position are based on the current requirements of the NTPF.
These requirements may change in line with changes in the roles, objectives or business requirements of the organisation up to and including transfer to other business units.
