The Role
The Financial Governance and Compliance Function delivers all Integrated Assurance activities and Continuous Controls Monitoring for Uisce Éireann. The function plays a key role in supporting the CFO and other Finance teams in activities related to oversight groups such as the Water Advisory Board, Public Accounts Committee and Oversight Monitoring Group. Additionally, the function is responsible for delivering the Expenditure Approvals Committee process in conjunction with the Commercial Team and drives an effective review process for commercial contracts in Uisce Éireann. It also oversees all Insurance activities for Uisce Éireann and provides preliminary audits and review services of the business on contracts implementation. The Insurance area is not only responsible for ensuring that UE has the most appropriate insurance cover in place, but also for ensuring that insurance related claims are investigated and managed in a cost‑effective manner in accordance with policy terms and conditions. The Insurance Placement Team supports the Insurance Placement Manager in the delivery of insurance programme placements for Uisce Eireann including the handling of insurance queries from the business and other duties as assigned.
Reporting to the Insurance Placement Manager, the Construction Insurance Technical Lead will oversee the execution of the Uisce Éireann Owner Controlled Insurance Programme (OCIP).
The role holder will take the lead in providing analysis on project and/or construction related contracts from an insurance perspective and inform the various business areas of resulting insurance implications. They will provide supportive and innovative insurance solutions to all business areas on construction projects and provide technical specialist knowledge on construction insurance.
Main Duties and Responsibilities
Support the Insurance Placement Manager in renewing, procuring and day‑to‑day operation of the insurance programme in accordance with procurement law.
Gather relevant underwriting information and prepare market submissions.
Advise the business on insurance implications from construction project contracts as they arise to ensure adequate protection.
Oversee the execution of the OCIP to ensure appropriate and adequate insurance protection across construction activities.
Manage and develop external relationships with insurance brokers, underwriters and other service providers locally and internationally.
Conduct thorough analysis of construction project contracts from an insurance perspective and ensure adherence to OCIP declaration placement requirements.
Exercise judgement and engage with Legal, Procurement, Project Managers etc. when drafting insurance provisions within construction and other contracts to ensure the company is protected and acts fairly with contractors and service providers.
Review insurance contract documentation in preparation for sign‑off by the Insurance Placement Manager in accordance with internal procedures.
Provide ongoing analysis, presentations and other ad‑hoc requirements; analyse claims trends quarterly and report findings to the Insurance Placement Manager.
Collaborate with the Insurance Placement Manager on contract reviews from an insurance perspective and engage on insurance contract clause amendments with internal/external legal advisors as required.
Continuously develop a strong technical knowledge of general insurance covers.
Maintain and develop relationships within the business to ensure high‑level understanding of insurance requirements and policy coverage.
Advise the Claims Department as required on insurance coverage related matters.
Support the Insurance Placement Manager with the execution of requests for quotations (RFQs) from framework brokers for major projects and projects outside the OCIP declaration arrangement.
Perform other duties as required from time to time.
General Duties and Responsibilities
Collaborate with key internal stakeholders across the UÉ business.
Promote and deliver health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation‑wide objectives.
Conduct duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services in accordance with the NIS Directive and other relevant cybersecurity regulations.
Other duties as required.
Knowledge, Skills and Experience
Relevant third‑level qualification and/or ACII, MDI, Dip CII, Insurance Institute of Ireland/Chartered Insurance Institute qualification or equivalent desirable.
Minimum 5+ years of meaningful experience of corporate insurance, preferably in a broking environment, in‑house, underwriting and/or similar role handling various classes of general insurance.
Contract savvy with in‑depth knowledge of insurance contract wording.
Experience within the utilities sector or similar in‑house environment with construction/engineering insurance knowledge.
Understanding of Owner Controlled Insurance Programmes / Project Insurances.
Experience and knowledge of a self‑insured environment.
Experience managing end‑to‑end processes to ensure delivery meets customer expectations.
Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally, providing guidance and support to make the right decisions.
Strong analytical skills and ability to identify, analyse problems and potential improvements, and propose and implement solutions.
Proactively identify new areas of improvement by challenging current processes and encouraging creative thinking.
Experience contributing to a safe working environment by checking regularly that safety and wellbeing practices are followed.
Use newly gained knowledge and skills on the job.
