The Light Railway Capital Programme business unit is responsible for delivering a portfolio of nationally significant light railway projects that support sustainable economic growth in Ireland and enable the National Strategic Outcomes and priorities of the National Development Plan.
The light railway projects under the remit of the Light Railway Capital Programmes business unit include Luas Finglas, Luas Lucan, Luas Poolbeg and Luas Bray, all of which are supported by the Greater Dublin Area Transport Strategy 2022-2042. TII is also progressing the route selection of a light railway scheme in Cork, in line with the Cork Metropolitan Area Transport Strategy.
The Light Railway Capital Programme business unit also supports the management of the Luas network, including supporting Life Cycle Asset Renewals programmes and Network Enhancements programmes, in collaboration with the Luas Networks business unit in TII’s Commercial Operations division.
Two new sections, Light Railways Dublin Metropolitan Area, and Light Railways Greater Dublin Area (GDA) and Regional Cities have recently been established within the Light Railway Capital Programmes business unit. Each of these sections will lead the planning and delivery of TII’s portfolio of light railway projects, with each section being assigned a set of light railway projects.
Role and Responsibilities
Coordination and Management

Assist in coordinating activities within a large multi-disciplinary team of internal resources and external advisors, including contract management, risk management, and design coordination.
Support the Senior Project Manager assigned to Dublin Metropolitan Area / GDA & Regional Cities in overseeing the procurement of enabling works and infrastructure contracts, all Engineering Designers, advisors, and service providers.
Ensure effective coordination of input and advice from various TII divisions, external advisors, and specialist expertise.

Stakeholder Engagement

Assist in managing major stakeholders (NTA, DCC, FCC, CCC among others) and ensure their feedback is taken into consideration.
Develop strong and effective engagement between the project teams, stakeholders, and sponsors.
Manage external interfaces to the project including Local Authorities, other agencies, transport operators, developers, and the public.

Reporting and Documentation

Set up and maintain appropriate document and drawing control procedures for the project using existing IT applications.
Assist in responding to questions from key stakeholders and the public, as well as parliamentary questions and requests under the Freedom of Information Act.
Coordinate timely preparation of Railway Order plans, ensuring consistency between the railway order, schedules, railway order plans, and EIAR.

Risk Management and Assurance

Promote a proactive safety and sustainability culture.
Identify, understand, and drive the successful mitigation of project risks.
Assist with all reporting, risk management, and assurance activities.

Technical and Design Support

Develop and appraise options for route alignments and local alternatives, including recommending preferred options.
Prepare detailed option appraisal reports justifying recommendations.
Coordinate the work of external designers and in-house input to deliver all design inputs associated with the preparation of the Railway Order design.
Manage and coordinate all technical reviews and ensure the design incorporates controls and mitigations recommended by the EIA team.

Project Planning and Delivery

Assist in managing the preparation of Feasibility Studies, Options Selection Studies, Business Cases, Preliminary Design, and Railway Order design for new schemes.
Provide technical support during Statutory and non-Statutory Public Consultations and the Oral Hearing process.
Lead the successful adoption of BIM in the development of all project elements and deliverables.

Tender Documentation, Evaluation, and Procurement

Develop tender documentation for consultancy and construction contracts, ensuring all technical and contractual requirements are clearly defined.
Support the Senior Project Manager assigned to Dublin Metropolitan Area / GDA & Regional Cities in coordinating the tender evaluation process, including the assessment of bids and the preparation of evaluation reports.
Assist in managing the procurement process for selecting consultants, contractors and service providers, ensuring compliance with TII's procurement policies and procedures.
Liaise with legal and procurement teams to ensure all contracts are robust and mitigate potential risks.

Education & Experience

Degree or third level professional qualification (NFQ Level 8 or equivalent) in civil engineering or a related discipline.
Be a Chartered Engineer with Engineers Ireland or be professionally registered at an equivalent level with an equivalent organisation, or have the necessary qualifications to apply for (and will apply for) Chartership within 12 months of being appointed.
Minimum of seven years’ post graduate experience in a civil engineering design environment.
Prior experience in design for light rail or metro projects is desirable.
Contract management experience is highly desirable.
Knowledge of design software for road, rail, drainage.
Experience of BIM and the associated processes is desirable.
Strong understanding and experience in quality management systems for design.
Strong understanding of the requirements on designers in terms of health and safety.
Experience of Stakeholder Management in similar larger public transport projects.

Skills and Competencies

Ability to coordinate, collate, and write technical and contractual requirements for consultancy design service tenders.
Ability to communicate clearly and effectively both written and orally; report preparation and presentation.
Ability to review and report on design issues with senior management, design and project team members, external designers, and construction personnel.
Ability to manage, lead, and motivate a team in a dynamic environment to tight timescales.
Demonstrable commitment to continuing professional development.
Current driving licence.
