About the Role:
The Assistant Chief Executive reports directly to and assists the Chief Executive by leading and managing specific delegated functions and departmental/cross departmental responsibilities in order to implement the policies and achieve the objectives of the City Council in an increasingly resource constrained environment.
They represent the City Council within a wide range of networks and interact with various interested parties and stakeholders including Elected Members, Governmental Departments, Representative Organisations, Trade Unions, Business, Voluntary and Community groups etc. The Assistant Chief Executive has a key responsibility for the planning and management of the Council’s activities in their areas of responsibility and for the assessment of the impact of internal and external policy changes on the Council and the City. The role holder is also expected to contribute to the overall management and leadership of the City Council.
The Assistant Chief Executive is required to work closely with the Elected Members, staff and relevant stakeholders to deliver the full range of services and to implement organisational and policy decisions. They also play a key role in supporting the Council’s Elected Members in fulfilling their statutory and representational functions in accordance with the principles of good governance.
The Assistant Chief Executive is a member of the City Council’s Senior Management Team.
The Assistant Chief Executive appointed as a result of this competition will initially have delegated responsibility for the Climate and Urban Resilience Department. This Department has responsibility for Climate Action, Decarbonisation and District Heating, Surface Water, Drainage and Flood Protection and Dublin Fire Brigade.
About You:
The ideal candidate shall have the following Skills and Experience:
• A career record that demonstrates the necessary skills, experience, capacity, drive and senior-level management capability to oversee and lead the achievement of the City Council’s goals, objectives and targets;
• An ability to plan for, lead, develop and motivate a large workforce with all its attendant diversity and conflicting demands in delivering a range of important services programmes and strategies;
• A track record of managing and identifying service improvement opportunities and actively engaging in implementing improvements and managing staff through change and an ability to deliver on a significant transformation and service improvement agenda in a changing and fast-moving environment;
• An understanding of, or evidence of the ability to quickly acquire, an understanding of the role of Dublin City Council’s strategic and operational needs and of the opportunities and challenges it faces in delivering on public sector transformation plans;
• A good awareness of the current political environment and an ability to work effectively with elected public representatives in a manner which facilitates the implementation of policy across a wide range of areas
• A career record that demonstrates judgement and creative problem solving skills and the necessary vision, leadership, management and interpersonal skills and experience for the position; • An ability to network and build positive relationships, both within the organisation and externally across the whole spectrum of public and private sector agencies, both formal and informal; in order to deliver on the corporate objectives of the City;
• A satisfactory knowledge of public administration in Ireland and a satisfactory record of administration or management at a high level;
• A high level of understanding of the potential and opportunity for new technology and digital platforms to transform City Council service delivery;
• A high level of understanding of corporate governance, corporate strategy, risk management and change management;
• A developmental view of local government which encourages involvement, promotes local democracy and the use of existing powers and functions to achieve positive outcomes;
• An ability to critically analyse the deployment of resources (human and financial), adjust priorities in order to gain maximum benefit and to develop services in a balanced way throughout the city.
