Duties & Responsibilities
Property Administration:
Oversee all administrative aspects of the property portfolio, including lease agreements, maintenance records, insurance documentation, and tenant communications.
Maintain accurate and up‑to‑date records of property‑related documents and correspondence including AHBRA, RTB, LPT, Charities Regulator and Solicitors.
Lease and Tenancy Management:
Manage lease agreements, including drafting, negotiation and renewal processes.
Ensure compliance with lease terms and conditions, including rent collection and enforcement of lease obligations.
Address tenant inquiries and concerns related to lease agreements in a timely and professional manner.
Legal Liaison:
Serve as the primary point of contact for solicitors and legal advisors regarding property‑related matters.
Coordinate legal documentation, including contracts, deeds and other instruments, in collaboration with external legal counsel.
Ensure compliance with regulatory requirements, including AHBRA and Charities Regulator guidelines.
AHBRA Compliance:
Ensure compliance with AHBRA regulations and guidelines governing the management of Approved Housing Bodies.
Prepare and submit regulatory reports and documentation as required by AHBRA.
Monitor changes to regulatory requirements and implement policies and procedures.
Sinking Fund Management:
Oversee the management of sinking funds for property maintenance and capital improvements.
Develop and implement strategies to optimise the use of sinking funds while maintaining financial sustainability.
Property Sales:
Manage the sale of properties, including marketing, negotiation and transaction management.
Ensure compliance with regulatory requirements and guidelines set forth by the Charities Regulator.
Coordinate with relevant stakeholders to facilitate property sales in accordance with organisational objectives.
Budget Management and Procurement:
Assist in the development and management of property budgets, including forecasting expenses and monitoring financial performance.
Identify opportunities for cost savings and efficiency improvements in property management processes.
Ensure compliance with public procurement guidelines and process.
Stakeholder Engagement:
Foster positive relationships with tenants, property owners, community members and other stakeholders.
Address stakeholder inquiries and concerns with professionalism and integrity.
Organisational and Managerial:
Contribute to the business planning and strategic planning process.
Actively contribute at senior management level in developing and delivering organisational strategy and assisting CCOI deliver on the aims and objectives of the organisation.
Lead on drafting policies and procedures.
Provide reports to the Board and its sub‑committees.
Attend sector meetings, representing CCoI as appropriate.
Responsible for Health & Safety in areas of responsibility.
Lead on and coordinate the procurement function within the organisation.
Qualifications, Knowledge & Experience
A relevant third‑level qualification in Building Surveying, engineering, maintenance and/or other relevant fields.
A minimum of five years relevant experience at a senior level in a similar role in the housing/property environment.
Demonstrable knowledge of maintenance service and asset management.
A sound understanding of the social housing environment including emerging government policy.
Ability to demonstrate sound technical knowledge of health and safety regulations, governance and compliance through previous work experience.
Proven track record in contract management and monitoring contractors with focus on productivity, quality, health and safety compliance and cost effectiveness.
A track record of building and managing successful teams and delivering consistently high levels of service and resident satisfaction.
Project management experience of managing property maintenance, compliance and improvement projects, programmes or contracts within budgets and deadlines.
Strong awareness of the regulatory environment in which CCOI operates.
Proven experience of developing policy and procedures.
Previous relevant service delivery experience.
Details of the Role
Salary Scale: Grade VIII €81,821 – €100,205 (depending on experience)
Location: National Head Office in either Kildare or Kilkenny, attendance at other locations as appropriate.
Duration: Fixed Term 12 Month Mat Cover – Fulltime 40 hours per week
