Dublin Bus is seeking a
Chief People Officer
to lead our Human Resources and Development function and shape the people strategy that will power the organisation into the future.
As a member of the Executive Leadership Team, you will play a transformative role in building an engaged, capable, and future-ready workforce that supports safe, sustainable, customer-focused public transport services.
You will act as a trusted advisor to the CEO and Board, champion an inclusive and high-performing culture, and ensure that people strategy, organisational capability, and employee experience remain central to Dublin Bus's mission.
Key Responsibilities
Strategic Leadership: Serve as a trusted advisor to the Chief Executive Officer and the Board; Lead the Human Resources and Development function, aligning people strategy with corporate goals; Champion an inclusive, respectful, high-performing culture across the organisation; Act as a visible values-driven leader; Translate corporate strategy into actionable workforce and talent plans; Lead HR operations including recruitment, training, development, succession planning, performance, employee relations, reward, diversity & inclusion, internal communications, and data protection; Oversee the Training Centre and ensure best practice in Recruitment and Selection.
Stakeholder Engagement: Build strong relationships with employees, Trade Unions, CIÉ Group companies, and key external stakeholders; Facilitate effective consultation, negotiation, and conflict resolution; Act as Designated Officer for the CIÉ Protected Disclosures Policy and Designated Liaison Person for the Protection of Children and Vulnerable Adults Policy.
Governance & Compliance: Provide oversight of HR governance, compliance, and risk management; Ensure adherence to legislation and all Dublin Bus policies (including Data Protection, Quality, Environmental, Sustainability, and Health & Safety); Manage departmental budgets and resources effectively; Identify opportunities to streamline processes and enhance efficiency; Ensure compliance with CIÉ Group procurement requirements.
About You – The Ideal Chief People Officer
The successful candidate will be a seasoned executive leader with the vision, credibility, and influence to shape Dublin Bus's people strategy at board level.
You will bring:
Proven Executive Experience:
At least 8 years in senior leadership, with a track record of driving organisational transformation and delivering measurable impact through people strategy.
Education
: A bachelor's degree (or equivalent) in Human Resources, Business Administration, or a related field, underpinned by deep expertise in organisational development and workforce planning.
Sector Insight
: In-depth knowledge of industry trends and best practices in people management and development, ideally within complex, unionised, or transportation environments.
Strategic Leadership
: Demonstrated ability to lead executive teams, inspire organisational culture change, and align people strategy with corporate objectives.
Influence & Communication
: Exceptional interpersonal and communication skills, with the gravitas to engage credibly with stakeholders at all levels — from frontline employees to Board members.
Analytical & Future-Focused Thinking
: Strong problem-solving and analytical capabilities, coupled with a strategic mindset that prioritises innovation, continuous improvement, and resilience.
Agility & Adaptability
: The ability to thrive in a dynamic, fast-paced environment, balancing multiple priorities while maintaining strategic focus.
Commitment & Presence
: Willingness to provide leadership presence beyond standard office hours when required, ensuring visibility and responsiveness during critical organisational moments.
