The post-holder will have overall responsibility, under the leadership of the Human Resources Manager, for co-ordinating and managing all aspects of contract renewals and for Academic, Administrative and Technical progressions. The post-holder also has responsibility for processing resignations and redundancy payments. This is achieved through the development and maintenance of effective working relationships with the Management Team, the Finance Office Team and colleagues in the Human Resources Office. The post-holder will be well-motivated, a self-starter and capable of working on his/her own initiative with minimal supervision. The post will require regular contact with management, staff, and external contacts and also involves dealing with confidential and personal information. This position will be based in the Cork Campus but may involve travel between MTU campuses. The successful candidate will be reporting to the HR Manager based in the MTU Cork Campus. Main Duties and Responsibilities include: Management and co-ordination of high volume contract renewals for both weekly and monthly paid temporary staff, which involves issuing the necessary forms for authorisation by the Management Team, budget check with the Finance Office Team, for both main scheme and self-financing budgets, and the issuing of fixed-term contracts of employment, entering details on Core HR and running monthly reports on Insight/Makodata to identify contact expiry dates in a timely manner. To issue Contracts of Indefinite Duration for employees where the terms of the Protection of Employees (Fixed Term Work) Act 2003 applies, issuing the necessary forms for authorisation of same and entering details on Core HR. To process resignations and redundancies and issue contract expiry notice or resignation acknowledgement in a timely manner. To ensure that the necessary forms are authorised, annual leave balance is verified with the Senior Staff Officer, HR Office, prior to ending employee on Core HR. Where applicable, calculation of redundancy payments are completed, and details forwarded to Payroll Office. To issue monthly pay increment reports to the Management Team, for both weekly and monthly paid staff, ensuring that budget checks have been completed with the Finance Office Team, for the self-financing staff, and that the authorisation of same has been completed in a timely manner in order to meet strict weekly and monthly deadlines. To manage progressions for Academic and Technical staff. This involves: assessing qualifications, verifying service, informing staff in writing of the requirements for progression and their progression due dates, recording progression due dates on Core HR and running reports on same in Insight/Makodata, and processing salary adjustment on Core HR once Management approval is attained. Where queries arise regarding employees qualifications, consultation with the Registrar for Academic Affairs, Head of Department and Human Resources Manager is required to attain agreement regarding qualification requirement for progression. To run monthly reports in Insight/Makodata to identify contract expiry dates, progression due dates, outstanding increments and acting-up expiry dates. To ensure compliance with the Policies and Procedures of the University and the Department of Further and Higher Education, Research, Innovation and Science. To assist in the development and implementation of Human Resource Policies and Procedures. To deal with queries from employees with regard to progression, increments, resignation and contracts of employment. To calculate HR accruals for end of financial year and salary arrears calculations. To participate on the Core HR Project Team, for example regarding the up-grade of Core HR, attending training/workshops and testing as required. To undertake such other duties as may be assigned by the Human Resources Manager from time to time. The successful candidate will have minimum academic qualifications and experience as follows: Essential Have obtained at least Grade D3 (H6/06) in five subjects in the Leaving Certificate Examination (higher, ordinary, applied, or vocational programmes) or equivalent or have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being of a comparable to Leaving Certificate standard or equivalent or higher or have appropriate relevant experience which encompasses equivalent skills and expertise. Previous HR experience ideally in the HEI sector, which indicates the potential of the applicant to perform the main duties of the post. A working knowledge of MTUs HR policies and procedures. An understanding of report-writing and a knowledge of the skills associated with this. An understanding of the various stages involved in the effective planning and execution of scheduled tasks. Be an effective communicator. Ability to work effectively on own initiative and in a team environment. Proficient working knowledge of Microsoft Office and Core HR. Ability to maintain data confidentiality at all times. Be well-organised and work to strict deadlines, with the ability to manage and prioritise different workloads. Good administrative and office management skills. Strong attention to detail and accuracy. Desirable A relevant HR qualification or working towards same Demonstrated adaptability and flexibility A working knowledge of the reporting tool Insight/Makodata.
