Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the New Economy and Recovery Authority (NewERA), theNational Development Finance Agency(NDFA), the Ireland Strategic Investment Fund, the Future Ireland Funds and the State Claims Agency. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland. The NDFA provides financial advice to State authorities on infrastructure projects with a capital value over €75 million and is also responsible for the delivery of Public Private Partnership (PPP) projects for State authorities (with certain exceptions such as Transport Infrastructure Ireland). In addition, the NDFA provides asset management services in respect of the operation and maintenance of PPP facilities. It also delivers Exchequer Funded capital projects on behalf of certain State authorities, including the Department of Education and Youth and certain local authorities. Following the publication of the Government's Accelerating Infrastructure Report and Action Plan the NDFA also provides support and assistance to Government Departments and Agencies on major capital infrastructure projects. Role Summary The NDFA is seeking to recruit an Assistant Project Manager to support the procurement, delivery and operational phases of large-scale Government building projects. Our Assistant Project Managers are a key part of our project teams and assist in the day-to-day project management of all matters pertaining to the planning, procurement, and / or operational stages of a project. Key Responsibility Depending on the stage of the project, the Assistant Project Manager will assist with: Management of stakeholder relationships and ensuring that the integrity and reputation of the NTMA/NDFA is held in high regard. Development of the project scope, programme and budget. Appointment and management of design teams and other support functions. Supporting the project team during the planning, procurement and construction phases. Supporting the contract management services in respect of operational PPP facilities. Engagement with stakeholders to coordinate inputs into the project documents. Administration and management of project documents on the NDFA's common data environment. Creation and maintenance of project registers and trackers to ensure accurate records. Preparation of reports, recommendations and presentations. Monitoring and reporting on project risks and control measures including costs and change control, programme, health and safety and service delivery standards. Other ancillary duties within the team as may be requested from time to time including support of tender evaluation panels and continuous improvement workgroups. In addition, the successful candidate will be expected to support and actively contribute to wider NDFA and NTMA business development and corporate strategy initiatives. Qualifications/Knowledge Third level honours degree (or equivalent) in construction, engineering, quantity surveying, project management, architecture or building related discipline. High level of proficiency across Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) is essential; knowledge of Adobe Acrobat and MS Project, and certification in some or all Microsoft Office programs would be an advantage. Knowledge of the policies, key issues and management strategies associated with climate action and sustainability on large scale building projects. Experience Relevant experience includes (but is not limited to): Minimum 2 years working within a construction architectural/consulting engineering/project management or similar environment (experience of contract administration, project management or cost management would be an advantage). Experience in the compilation of project documents and records. Some experience of working with public works forms of contract would be an advantage. Demonstrable willingness to take on new responsibilities and the ability to work unsupervised or as part of a team within a well-defined project organisation structure. A keen interest in sustainable development, project management and the contractual and commercial aspects of construction projects is important. Skills Excellent written and oral communication skills with attention to detail and accuracy. Excellent collaboration and stakeholder management skills. Strong analytical and decision making skills.
