About the Employer:
The Eastern and Midland Regional Assembly (EMRA) is one of the three Regional Assemblies in Ireland. It was created alongside the Southern and Northern & Western Regional Assemblies by the Local Government Reform Act 2014 and officially established in January 2015.
Regional Assemblies play an important role in promoting and supporting effective and balanced regional development and are tasked with a general competence to co‑ordinate, promote and support strategic planning and sustainable development, and to promote effectiveness in Local Government and public services in different areas of the state.
Part of the local government structure, the EMRA operates independently to provide a range of functions for the Region which include policy making, monitoring and oversight and promoting enhanced co‑ordination in the Region. A key function of the Assembly is to prepare, make and implement the Regional Spatial and Economic Strategy, which links Project Ireland 2040 with local economic development and planning through Development Plans and Local Economic and Community Plans. The Assembly also has an important role in promoting and supporting effective regional development through participation in the management of EU funds programmes (EU Just Transition Fund and ERDF) and securing EU funding for specific regional projects.
The Eastern and Midland Regional Assembly (EMRA) works with key stakeholders at EU, national, regional and local levels to enable sustainable regional development.
About the Role:
The Director, as the Chief Officer, has the lead role in developing and overseeing the organisational structures and resources needed to deliver the efficient and effective operation of the business of the Assembly. The role is to ensure the smooth operation of the Assembly’s business, support, advise and inform the Assembly in matters related to its statutory functions, manage and oversee administration, represent the Assembly at regional, national and EU levels, and perform such other duties as may be prescribed.
The Director will work closely with the Designated Chief Executive for the Assembly, designated by the Minister among the constituent local authorities of the Region, to provide an advisory role to the Assembly. The Director reports to the Assembly.
About You:

A career record that demonstrates the necessary senior level leadership and management skills, to manage, develop and motivate a multidisciplinary team with a strong record of achievement of quality outcomes.
A good understanding of regional development from a spatial planning and economic development perspective, along with an understanding of public administration in Ireland.
A good understanding of European policies and programmes and the European decision‑making process.
A proven high level of policy analysis and development skills, and a demonstrated ability to lead the transition from policy to active delivery of change.
Experience in managing complex funding programmes and in change management.
A good knowledge and appreciation of the principles involved in the management of European funding programmes.
A good awareness of the current political environment and an ability to work effectively with elected public representatives in a manner which facilitates the implementation of policy across a wide range of areas.
A high level of professional and personal integrity imbued with a progressive public sector ethos; outstanding leadership qualities, with the drive to deliver on the Assembly’s ambitions to ensure innovation in achieving outcomes for the region.
