Main Purpose of Role:
DLDC is a community-led local development company covering all of County Donegal, except the Inishowen area. We work with marginalised communities and service providers using a community development approach to improve people's lives.
We are now inviting applications to meet current and future requirements within our Schemes Department. An immediate opportunity has arisen for a Rural Social Scheme (RSS) Supervisor. In addition, DLDC will establish a recruitment panel to address both current and future Schemes Supervisor vacancies within the department. This panel may be used to fill positions for RSS Supervisors and Tús Supervisors as they arise during the panel's active period.
Reporting to the Schemes Team Leader, the Schemes Supervisor will be responsible for the management of approximately 25 scheme participants placed with community & voluntary sector groups carrying out work activities for the benefit of local communities. Work placements will be a valuable route for participants to gain or update experience of the workplace, to learn new skills and perhaps to return to work.
RSS participants are Small Farmers/Fishermen or their spouses who work in a variety of projects including establishment and maintenance of walkways, village enhancement, culture and heritage projects, pre- and after-school groups, grass cutting, painting, maintenance and caretaking.
The ideal candidate will be an empathetic, proactive, organised individual with a commitment to supporting both community organisations and participants. The Scheme Supervisor will play a vital role in helping participants use these placements as a stepping stone toward re-entering the workforce. By guiding participants, the supervisor will enable them to gain valuable workplace experience, learn new skills, and boost employability. This position is ideal for someone passionate about supporting others toward employment and who understands community development. SALARY:
€35,334.91, Schemes Supervisor Scale
Conditions of Work:
· New entrants will be appointed on a fulltime fixed-term basis (Monday to Friday) for up to two years, subject to funding from the Department of Social Protection and the number of participants.
· The Schemes Supervisor will be required to work 5 days per week.
· The main office base will be Letterkenny.
· A probationary period of at least six months will apply.
· Performance in role will be discussed throughout the period of cover and reviewed as part of quarterly one to ones.

Main Duties

Supervision & Project Coordination
· Identify work placements in community organisations and place suitable participants.
· Supervision of participants who are placed in various community setting across the catchment area, including supporting their progression, monitoring time and attendance, carrying out site visits and staff appraisals.
· Provide supervision in compliance with health and safety standards, including conducting regular checks of community and voluntary work placement sites to ensure PPE, JSP are in place, and general safety compliance.
· Plan, coordinate, and oversee work schedules to ensure goals are achieved.
· Present and deliver task-specific training, including health and safety, manual handling, induction, etc to individual and small groups.
· Manage caseload and work towards achieving agreed key programme objectives.
· Manage outputs of the participants to match the expectations of the placement providers.
· Communicate effectively with all scheme participants, and sponsor group staff and work effectively to solve any challenges that arise.
· Develop and maintain good working relationships with community & voluntary sponsor groups.
· Proactively promote the work and achievements of the programme.
· Participate in training and development programmes.

Files and Administration
· Establish and maintain a transparent filing system for all files and records in both written and computerised formats. This includes managing SharePoint documentation on tablet and mobile devices, and uploading documentation for inspection.
· Set up files and maintain compliance with administration procedures which are in keeping with guidance from DSP, and DLDC managements including SharePoint, file management and administration.
· Deal efficiently with enquiries from the public, the Board of Directors, management, staff, community & voluntary groups, the public and relevant others on matters of administration.

Miscellaneous
· Prepare reports for funders, the Board of Directors and other relevant groups as required from time to time.
· Carry out any other function relevant to the position as indicated from time to time.
· Work as part of the Schemes team and contribute to wider departmental duties when required.
· Be willing to work evenings and/or weekends as required.

Community Experience
Minimum of 2 years' experience working in a community setting or in a role supporting individuals to overcome barriers and achieve positive outcomes. Candidates must demonstrate strong knowledge of, and ability to engage effectively with, communities.

Supervision Experience
In the Community
Previous supervisory experience, either in directly overseeing the work of others or in a role where you supported/managed work outcomes of others. Demonstrate ability to relate to and support individuals.

Interpersonal & Liaison Skills
Knowledge or experience of engaging with diverse individuals, ability to foster trust and strong connections with participants, community groups, DLDC staff, and the wider public.

Project Management Skills
Must demonstrate strong administrative expertise with proven ability to manage multiple scheme participants and work placements effectively. This includes setting and monitoring work schedules, ensuring programme objectives are achieved, tracking attendance, supervising activities, and maintaining compliance with health and safety standards. The role also requires ensuring high-quality work outputs and managing budgets responsibly.

Motivation
The Schemes Supervisor needs to be flexible, motivated, and able to work on their own as well as part of a team. Ability to encourage teamwork, share good ideas, and keep the programme running smoothly.
5.
Communication Skills
The Supervisor must be understanding and supportive of participants. They require strong communication skills and the ability to build and maintain good relationships with participants and community or voluntary sponsor groups.

IT Skills
Must have strong computer literacy skills with working knowledge of MS office, CRM systems, or other similar applications. The role will involve managing client administration on line, using various devices – desktop, tablet, mobile devices, to support a paperless system, etc.

'Other'
Ability to provide practical task-specific training in areas such as health and safety, first aid, and manual handling.
A good standard of education.
A clean, current full valid driving license with access to own mode of transport is required in order to fulfil the duties of the role.
Permission to work in Ireland.
Core Competencies

* Previous experience with SharePoint.
* Fluent in another language that would help support new arrivals is an advantage.
* Relevant 3rd level recognised relevant qualification.
* Experience of group facilitation & training.
* External experience on community based committees/boards et al.
